  • In recent times, Victoria has embarked on a massive programme to renew and improve its regional rail network. All these improvements are being done under the single name Project Regional Rail Revival, which is currently over 4 billion. This video will explain every part of this project.

    You should have seen Victoria's 'Regional Rail' before the 1960's. It is a skeleton of what it once was. You could once take a train to Queenscliff on the coast, to the mountains of Mansfield for snow skiing as well as Bright. Port Fairy, Mildura and Lake's Entrance to just mention a couple of places.

      What line to Lake's Entrance are you talking about? The Gippsland line beyond Bairnsdale ran inland over the mountains to Orbost, nowhere near the coast.

    I would love to see the south Gippsland line departing out of Cranbourne updated and reopened. I miss that old line.

      there are a few lobby groups trying to get lines out to leongatha, wonthaggi, and cowes but i wont expect there to be any plans to create those till after this project is over so maybe in a couple of elections or so. I do hope it gets done tho

      Also Bairnsdale is Bairns like Cairns, not like barns! And it's the Avon River bridge (ay-von) not Avalon. Good video though!

    The trouble with the Bendigo line is thirty years ago, it was double track ALL the way to Bendigo, then some bright spark, decided in their "wisdom" to just have it double track to Kyneton, and then single track to Bendigo, for six months that line only had trains going to Kyneton, and busses to Bendigo, while the track was being ripped up, and replaced with one track, with some strategically placed passing loops, as such travel times actually increased, because of these stupid delays. and now under this "plan" they still aren't really going to fix their mistake of 30 years. Castlemaine was the only station that has actually kept it's three platforms active, (the third being the old Maryborough service, now used by VGR on their excursion trains to Maldon)

      It happened more like 15 years ago. There were a few historic bridges that the government wouldn't remove/widen to allow faster trains. I remember the Minister trying to spin her way out of it, saying that single track was the way to go.

    The VLocity units are capable of 210 km/h (130 mph), they're just limited by the infrastructure. So there's no reason the lines *couldn't* be upgraded

      All australian rail transport infra is designed around 160km/h speeds, because that's the maximum you can go with grade crossings on the line

      not just grade crossings but also the Australian public doesn't seem to like watching darwin awards being handed out to those that don't heed the warning bells or just cross unsafely hence why Australia won't have high speed rail from one capital to another any time soon without it having more infrastructure upgrades tan geography, it would basically be trying to keep the lemmings off the tracks which is proving quite difficult.
      And then there's the idiots among us that think having a 140 lane highway is a better idea than having a more frequent transit system, if you don't know what I'm talking about... look at Brisbane, they tend to have roads leading anywhere but where you need to go and oh yes... you won't get there on time.
      So, try not to worry too much or get angry as this idea of public transport is seen by the people in charge of the government as "the poor people's carriage" but in reality... the only real way to get to work on time without seeing some sort of roadworks or detours... efficient, to the point... just like a knife through bullshit.

    I think it’s worth noting that the most of these lines are no more than about 250km long, across relatively flat terrain. In NSW the only destinations within this radius that are underserved are Canberra, Bathurst and Orange. All of the other large population centres (outside Newcastle and Wollongong which are already well served by the electric train network) are much further away, across challenging terrain with poor existing alignments. So although it would be great to see investment in regional rail in NSW, it’s simply not going to return the same bang for your buck as in Victoria. Other states face the same difficulties to an even greater extent, at least on the population front.

    Great video! Appreciate the coverage of regional Victorian projects, those are overlooked a lot. Having been down there myself, the Avon River bridge is great - we need more like it, and it makes the train journey there a lot quicker and easier. If only they'd extend the platform at Rosedale, but oh well.

    There is (or was) a feasibility study being done to increase 6 car sets now used on the Geelong line to 9 car sets but what needs to be done is split off the Geelong line after Lana and run it express to the city avoiding the regional rail link like the fast rail will. They should be looking at electrifying the link to Wyndhamvale and running Metro services out there.

    Really good overview - must admit, Victoria has really gone above and beyond with regional rail. The Ballrat and Geelong frequencies are amazing. Even in Europe, that'd be considered a solid service. Alas, it pales in comparison to the awesomeness that is NSW trains, with our Bathurst bullet. TWO WHOLE TRAINS A DAY, with a BUS to take you onwards to Orange. Beat that, Victoria! ..... We're not jealous *sobs*

      But the VLine network Is more equivalent to the Sydney Trains Interurban network, like Lithgow, Newcastle, Kiama/Bomaderry, Moss Vale/Goulburn
      VLine’s longest passenger service run Is to Swan Hill at 345 km’s
      Scone Is like 302 km’s from Sydney.

    If NSW is to upgrade its regional railway, it needs to attempt to straighten out many sections of track, especially on the outskirts of Sydney and on the North Coast between Sydney and Brisbane

      and get rid of the mountains. NSW is a lot flatter than Victoria. Construction can be up to ten times more expensive in NSW.

      Build tunnels through the mountains or eliminate the XPT service between Brisbane and Sydney and Melbourne replace parts of it with maglev run a maglev from Brisbane through Sydney and outskirts of Melbourne then to Adelaide speed up the V/line all over. Maglev can handle mountains better to an extent

      @@qjtvaddict Where are we getting this cash from? We can hardly get people to pay for a normal high-speed train!
      tbh I think we should just get the lines double-tracked and maintaining an average speed of 130 km/h at least. Frequency would make rail compete against planes.
      If we make planes more expensive (to compensate for their pollution, land use, noise, etc.) then I think we could heavily incentivise rail travel!

    They can do whatever they like to the Gippsland line, but until there's dedicated track for VLine trains between Caulfield and Pakenham, regional trains will keep getting stuck behind Metro services. I commuted from Moe to Melbourne for a couple of years and could never rely on being in the city for a 7.30am start, despite the timetable saying I should be able to.

      They should have kept the 3rd track in Oakleigh station and probably built the new Clayton station with 3 tracks/platforms (so that Vline trains could take over). No need to put dedicated track all the way down to Pakenham. In it's current situation VLine trains could take over around Westall and Dandenong, which is better than nothing.

    The big regional network that Victoria has is mainly due to what's known as the Octopus act as of 1884 because of the number of rail lines to be built (51 regional and 8 suburban plus loads more infrastructure including major bridges some of which are still in use today.
    It was seen as pretty unscrupulous at the time and was part of the cause of the land boom in Victoria in the 1880's and subsequent crash in the early 1890's. (caused by politicians and land speculators)
    In fact many lines were just never built or the ones that were, were just so unprofitable they never even saw more then a dozen passenger and freight trains before closing.
    A small doco called the outer circle line explains more plus dives into the line once dubbed the outer circle line.
    Most of the lines that still in use were just kinda lucky in a way that they weren't closed and they were actually built initially.

    My suggestion is, have a five car version of the VLOSITY for you from Adelaide to Ararat, where it would connect with a broad gaude train to Ballarat and Melbourne. . The Melbourne Adelaide route would then be about TWO HOURS faster than the current OVERLAND train service. That SG VLOSITY would include a snack bar lounge, car. Operation would be daily except Wednesday, to allow detailed cleaning and minor maintenance.

    One thing, there’s no freight advantage to electrify any regional lines any more. They did once electrify Gippsland as far as Traralgon, but that was largely due to a high quantity of coal between the Morwell and Yallourn coalfields and the Melbourne metro area. It would be more disadvantageous to be swapping electric locos with diesel ones for the sake of moving wheat or some containers that final 100kms between, for example, Seymour and Melbourne. Diesels are used for freight because diesels work everywhere and dont require any additional infrastructure. If they electrify anything, it will most likely be for passengers only, and it could very well happen on that basis.

    Vlocity top speed is 220kmh, although 160 is max speed in Victoria, if, all level crossings have bells and gates. For example this is done to to Ballarat but not Ballarat to Ararat, so it's speed limited to 130kmh

    They should revive the Warburton line as a tourist attraction and for all the people who live by the closed line. And, also open the line right up to Wonthaggi, inverlock and Venus Bay. Best coastal attraction ever, for holiday makers and all the people who live in the country but want to visit the city without cars and pollution. Start opening the Cranbourne, Grantville, Anderson Wonthaggi line with a line going through to Phillip Island now that it is overpopulated and prospering. Plus there is the ever popular Cowes. Railways are the lifeblood of everyone. Cars are suckers of blood and money through toil and accidents.

    Victorian regional trains really have NSW beat. Being a Sydneysider I can only say NSW is aiming to introduce four fast rail lines to centers like Wollongong, Newcastle, Canberra and Bathurst/Orange. With the first leg being Sydney to Newcastle.
    The Federal government matched the state government with a half billion dollar investment. So collectively $1 billion dollars to secure a Sydney, Central Coast, Newcastle high speed rail corridor. But until that happens later this decade, Victoria still has the superior network for now. Although for suburban rail and new metros, NSW or specifically Sydney is unrivalled in Australia.

    All these upgrades are great but it's a shame the focus is still on the hub and spoke network with Melbourne at the centre. Our regional towns and cities are growing, and if we really want to shift people from private cars to rail the government needs to start connecting our regional cities directly. Step 1 would be to return passengers services to the Ballarat-Geelong line. Seeing as the line is already there and used by freight trains daily, most of the work is already done. Then we should eventually continue the loop all the way to Benalla, with stops in Maryborough, Bendigo and Shepparton. "Studies" often show the cost of returning rail services to these areas to be prohibitive, but governments across Australia always seem to find money to repair and widen highways and freeways, and build bypasses and bridges that take travellers even further from the centre of the towns they are passing through.
    Also, work needs to be done to reduce the noise and vibration from the Diesel engines on the V/locity trains from entering the passenger compartment. At certain speeds there is a really irritating drone that permeates the whole cabin. For this reason I try to only sit in the middle carriage.

    I know I might be late to say but I don't like how a rail project is named with "Revival" which has nothing to do with reopening closed railways like the South Gippsland Line and Cobram Line other than upgrading regional railway lines that are still in use like the Geelong Line and Gippsland Line.
    UK rail infrastructure manager Network Rail (Soon to be taken over by Great British Railways in 2023.) is funding to reopen close railways by the Beeching cuts in the 60s and 70s.
    Why is it us Aussies that expect less for closed and abandoned railways to not be reopened?
    Why do these pieces of infrastructure get closed and turned into bike paths that people wouldn't need?

      hydrogen is a gadget bahn and not as useful as electrification at 25kv AC as it won't be able to attain same speeds, range and is likely to come with more unkown safety issues than other options.

    Vline cancel all the time and you’re lucky to catch a train. It has so many lines because or VR (the original government rail operator) invested heavily into the line. There was way over 3x the lines operating in the past than there is now.
    The reason vlocitys are being used over the ageing N class hauled services are because a) it’s newer and b) loco hauled can only travel at a max speed of 115km/h
    Vlocitys are limited to 160km/h due to rail condition but can max at 210km/h
    Something V/line did in the early 2000s, the duplicated track was singled for the short term cost cutting

      Tell me what has any Liberal Govt. done for public transport in Victoria? Except remove level crossings at Bentleigh, McKinnon and Ormond plus a one or two others.
      Im in my 70s and have lived through the Bolte/Hamer/Kennent/Ballieu regimes who did almost nothing except run down rail transport. Tolled roads and land deals with their developer mates is their go. The Metro tunnel would be finished now because the Liberals did nothing for 4 years except meddling to alter the Metro route to suit housing developers in Fishermans Bend.
      Andrews, 85 level crossing to be removed with 50 already gone, many new stations, new rolling stock, new signalling, new trams, regional rail upgrade, 90km underground suburban ring rail works starting. Liberal Henry Bolte promised a rail line to the airport, now more than 50 years overdue it will be built by a Labor Govt.
      Glenhuntly/Neerim roads level crossing, some Liberal guy said because of the "high water table" it cannot be trenched and anyway Sky Rail is against our ideology. So they removed a level crossing in Brighton that was not on the list of crossings to be removed instead. Now finally works are under way to trench those two crossings, unfortunately adding more disruption to commuters on the Frankston line. Pity it wasn't done at the same time when Ormond was done.
      I wonder what happened to the water table?
      Nah, you're right, the Andrews Govt has done nothing for public transport.

    The newer builds of Vlocities are quite uncomfortable with their thin public bus style seats. The Vlocities overall are uncomfortable as well as loud. Their only pro is their speed.

    It's all smoke and mirrors. Not one new line has been established, and there has been more kilometres of disused railway lines being pulled up in recent times. South Gippsland, often promised revitalised rail has been pulled up in in the last year after having been cut at many points for Highway widenings, water pipe works, and bike paths. The Cobram line has also been pulled up. Mildura, also promised return of passenger rail has been switched over to Standard Gauge and disconnected from the passenger network, and so the list goes on. The Victorian government seems to be finding every possible excuse to contract the regional railway network rather than extend it. This is of course except where a marginal electorate demands a train service, even then it's usually promises now and no action later.

    whilst yes we have more trains, a lot of the services are now only 3 carriages, down from the previous 6 cars. (i live on the Ballarat line)

    Are there plans to electrify V/Line services? If so will it be done at the same voltage as Metro Trains Melbourne? (1.5 kV / 1500 V DC overhead)

      The short answer is no. The only country line ever electrified was to Traralgon and that was not for passenger purposes primarily, but to facilitate brown coal and briquette cartage to Melbourne from the Latrobe Valley. When that traffic ceased, the power was turned off, first back to Warragul and now to Pakenham. The huge investment in Vlocity multiple unit diesel sets and in conversion of freight lines to standard gauge is clear confirmation, if it was ever needed, that sparks ain't on the agenda for country Vic.

      @@gabrielstravels ,yeah, nah. brown coal is dirty and the further from where the power is generated the bigger the waste through resistance. and then there is the maintenance cost of it. diesels bring their own generating system with them. but i think the vlocities have sludgeboxes (hydraulic transmissions) in them.

      @@gabrielstravels , there is probably still too much electricity lost because of the voltage and the distances involved. if they were to prepare for the more efficient higher voltages now used in perth, brissy and probably adelaide then it would be a goer. what i mean is that as equipment like insulators need replacing, equipment suitable for higher voltages is installed. every time maintenance is required, the system can be prepared to be converted. some trains in europe can operate on 3 different types of power supplies. a forward thinking government would make sure new equipment can be easily converted

    The Geelong Fast Rail Project is merely to pick up the time lost when the RRL was diverted through Deer Park. Up until then you could get to Geelong in 55 minutes (even back in steam days) so the billions spent will only regain 5 minutes at the most!
    The Bendigo line was "improved" by converting a third of it from double track to single track with crossing loops. Now if you try and increase the frequency of service the crossing loops are in the wrong places and new ones will have to be built!
    The Traralgon / Bairnsdale line "improvement" is to replace loco-hauled sets which have reclining seats and a buffet car with Vlocitys which currently have neither. The Avon River bridge is at the far end of the line and only saves a couple of minutes for stations beyond that. Most of all when the Level crossing removal program on that line was carried out there was NO provision for extra tracks, so these regional services are stuck behind stopping all stations suburban trains for the last 80 minutes of their journey.

    my god. grew up in north queensland, i could get a train from ayr to townsville, distance of about 100ks monday thursday and saturday, and they ran once on those days. but thats queensland, most of the funding and tax dollars get funnelled into the south east queensland.

      as a geelong resident its been terrible. the trains are more reliable but take longer than they used to. plus there is (well pre covid) massive overcrowding issues due to all the people now using the service from tarneit and Wyndham. As a geelong customer its hard to get a seat on the return journey back in the evening

But if they start using the Werribee Metro line again it’ll create overcrowding as well for people who want to catch an express to Geelong. So it’s a double edged sword I can see both sides of the argument

      There are a number of problems with the regional rail link to Geelong.
      1 the link broke the rail service from Geelong to Werribee and South West Melbourne which a number of passengers used. (Established by the Geelong to Melbourne Railway company to Greenwich)
      2 the electrification to Wyndam Vale was not built as planned so Geelong passengers couldn't transfer to the electric service through Werribee. There is a third, now redundant, platform at Wyndam Vale for this purpose.
      3 the rail reservation is too narrow as housing development has pretty well limited any ability to put in an express line.

    That Shepparton lane is absolutely useless to the extent that they changed the on time bracket as the train could be anywhere from 10minutes early on the very rare occasions it was on time to 2hours late which was frequent to not working and having to use buses whether from Seymour or Melbourne and that happened just as often. All that to go with contant air-conditioning and over crowded (standing room only)

      1 Money, in the 1950s there was electrification to Taralgon on the Gippsland line and I believe enough 'L' class locomotives were bought to do that line and the Geelong line. The Geelong line was never electrified probably for the reason of money.
      2 After the breakup of the Victorian Railways the electrification of the Gippsland line was removed. All that remains are the bases of the overhead structures and the substation buildings along the line. The line reverted to only diesel haulage.

    NSW's regional rail network is vastly better for the areas of large population. Both Newcastle and Wollongong are served by high frequency electric services. Other areas are covered by diesel services and the rest has a low population density. V/Line just does not compare to NSW Trains.

      Spoke to a DoT employee about this.
      There are two reasons why it hasn't happened yet and they're related to the rollingstock. One is that the rollingstock is relatively new so electrification would render it obsolete a little too quickly. The other is that surveys have found passengers prefer the DMUs over the electric trains of the metropolitan system. The seats are more comfortable as they're designed for longer journeys.

      QLD and NSW have long distance EMUs with toilets and more comfortable seating. The Geelong people were thinking they would be stuck with with ordinary suburban stock. Wouldn’t be far from the truth as it takes 70 minutes to get to Geelong soon to be 50 minutes but it takes 90 minutes for the journey to Frankston, Geelong is almost not far enough to get long distance EMUs. The average electrified lines in NSW to Lithgow and Kiama and Hamilton are roughly150km.

    You have to remember that regional in Victoria includes commuter services, such as the services that use Myki. This is equivalent to NSW Trainlink services to Bathurst, Goulburn, Nowra, Dungog, and Scone. Scone to Sydney which is still in the Opal network is only 80km shorter than Victoria's longest service Melbourne to Swan Hill. Distance variations between the two states means it is hard to compare accurately. Agreed that Victoria have a better penetration of lines into the country than NSW outside of the commuter lines.

    Standardisation of the North East Rail Line is one of the worst things to happen in Victorian Rail history, It has in effect cut out a lot of the regional towns that could have been easily reconnected to the network, Beechworth is just one. This is what happened in South Australia when standardisation linked Adelaide to Melbourne, it cut off Mount Barker and a lot of other towns, this is one of the major factors in the loss of rail services to regional South Australia. I know people will argue that it is more cost-effective for freight to continue to its destination without stopping, this may well be true, however, this also comes at a cost of jobs.

      brian wilson, if the victorian governments of the past had properly prepared for standard gauge conversion decades ago, victoria would not be in the current predicament. current bureaucrats seem to have actively engaged in complicating things to make it harder for future conversions.they installed brand spanking new difficult to convert bg sleepers on the ballarat to ararat line. i consider this a form of empire building. or at least an attempt to retain their empire. what if people well beyond ararat want train access? take the scenic route to melbourne through geelong? all new sleepers should have been convertible to sg. this should have been done centuries ago. south australia did. and only very recently, weatherall the former premier declared that it wasn't worth the effort. well he's a fool. very nearly all adelaide's sleepers are now convertible types. sa had narrow gauge and converted it to the same gauge as victoria's because it was next to victoria. it should have converted straight to sg which was agreed to many times by all mainland states going back to before federation. and now victoria has 2 gauges. we are governed by idiots. all of them. from an engineering point of view, broad gauge is the better gauge however there is far more sg track than bg.

      Except that broad gauge has no practical advantage over standard. The heaviest, widest, highest and fastest trains all run on standard gauge. Any theoretical advantage is irrelevant, since the speed on a curve is decided by passenger comfort and is rather lower than that for safety - which is why tilting trains exist.

      @@evaluateanalysis7974 , the wider the gauge, the more stable the train. for example, brunel chose 7'. indian gauge is only 3" wider than victoria and with that extra 3" they can run double stacked trains with the double staked containers sitting on regular flat cars, not well cars. you couldnt do that in north america where double stacking was invented. sg was chosen as the gauge to connect the capital cities because there was more of it than bg. there is more narrow gauge than sg but it has too many limitations. and i bet japan wished it had chosen the indian gauge for its bullet trains.

      Loading gauge is the biggest restriction, especially for electric trains. It has some disadvantages, but interoperability is more important. Are you suggesting that the whole of Australia converts to Peninsula gauge? Would that be likely to happen?

      You have just lost your case by stating exactly why standard gauge is preferable.

      @@evaluateanalysis7974 ,i grew up in a railway family in victoria. they all thought everything should be converted to sg. and i agree. the advantages of bg arent big enough to warrant it being the gauge of choice. at some time in the future, well beyond our lifetimes, there may be some advantage in going to a new gauge of 6' or something. but, for crying out loud, lets get some sg conversion happening now. you should check out the videos of the indians running double stacked containers running under wires. its impressive.

    No we don't recognise it as the best but if you talk to a Victorian they will tell you it is the best regional rail line in Australia. The rest of us know better as vline's most popular lines would be the equivalent of what is still under the wires in NSW, QLD and even WA. Victoria also doesn't have the same geographical issues that NSW and QLD have either. Mostly nice flat and straight rail lines can be built. NSW does not have that luxury and also Victoria is much much smaller and Melbourne is closer to the centre of the state then Sydney as well.

      @@AussieWirraway Absolutely wrong. Ballarat is only 115km's from Melbourne and Bendigo 162km's. Kiama is 119km's from Central and has overhead wiring and so does Lithgow which is 156km's from Central and Newcastle Interchange which is 166km's away and both have electric rail services. So your regional rail network isn't more advanced then others it is just talked up more with no actual substance to claims of being the best. Outside of that NSW trainlink runs to Melbourne, Canberra, Brisbane and Broken Hill. All of these are much longer journeys then anything Victoria offers. Your claims don't take in the distances of rail travel in NSW vs the small distances in Victoria. Mildura doesn't have a rail service and overland is a subsidised privately run service that only operates a couple of times a week.

      Mildura has a bus service to Swan Hill, which is much better than a direct train would be as Mildura uses standard gauge track, meaning the trains would have to run via Ararat & Geelong to get to Melbourne.
