perfect recipe
1 tbsp butter + 2 tbsp oil
1 1/2 tbsp All purpose flour
Fry for few seconds
Add in 1 1/2 cup of milk
Mix with wisk
Now add
White pepper 1/4 tsp (if available otherwise you can replace it with black pepper or skip depend on your spice level )
Black pepper 1/4 tsp
Chili flakes 1/2 tsp
Salt to taste
Cook it until desired thickness
(Optional you can add cheddar cheese for richness)
All purpose flour / maida

No you can't used evaporated or condensed milk. You have to used plain milk fresh or bottled one.
