Very nice footage! Very likely Super 16mm (thanks for reading below :-) ).
I agree with the comment: the transfer could have been graded to get the exposure right: there seems to be enough room for correction in post. Kodak 250D? Seems to be negative, which has a much higher latitude than reversal (Kodak Vision 3 250 D has at least 10 stops if not more). Should be no problem digging out a lot more detail in the shadows. Looks like about 2-3 stops underexposed and some shots perhaps 4 stops (guesstimated).
BTW: check out your extended gate (this very likely Super 16mm): there are the typical two vertical emulsion scratches, caused by burrs of the extended gate, right hand side on viewed image (left hand side of actual gate extension). Polish the film gate extension gently with Nr. 1000 grain sandpaper dipped in machine oil held at roughly a 45 degree angle, or if you'd rather not try that, go see the camera doctor :-)
I'd love to watch this in HD. Looks like it's really sharp and great film stock (Vision 2, 3?)
Yep: focusing is tricky with an open aperture (shallow depth-of-field). Need to do test footage with my S16 K-3 in these low light situations. Quite a lot of K-3 footage has out of focus shots - seems to be tricky, even though the view finder has great ground glass for diopter calibration. I measured with a metric tape and the lens meter markings I was able to measure are spot-on. I use the "ridge" of the magazine cover as the film plane, which seems to be very accurate, since it's not marked on the K-3.
    Thanks for the upload!

    Did you use any filters?

Whoever did the telecine could have rescued it from the underexposure. That's the whole point of film - the latitude is VERY forgiving. The picture could be almost black and you can still rescue it at the telecine.

Is this super 16, or regular cropped?

+CINEmprises Well I own a Super 16mm K-3 and I saw a lot of uploaded footage. This is very (!) likely the extended gate Super 16mm version (light vertical gate scratches, right hand side - typical for an S 16 K-3 if these are not polished smooth.
