You can get the motor upgrade kit for $1400 +$300 Canadian and get it to do 150kph. From Ali express. Look up 10,000w 17” motor hub. You can got up to 14,000w. 8000w can do 120kph. Also in Canada these bikes do not require license or insurance. You can still get insurance for about $300 Canadian a year. Battery is the expensive part. You can put a 100ah battery for about $8000 Canadian, which will give you 250km range max. But likely 150km range if you just riding in city doing about 60kph.
I don't think you understand how batteries and electric vehicles work. They get longer range in stop start city driving than maintaining a constant speed, especially at max speed. Also, those claims on Aliexpress tend to be vastly exaggerated compared to real world performance.
At ~$2k it's unlikely there's any power to unlock. Three things determine how much power you get, the batteries, controller, and motor. The only reason some similar looking bikes are locked is to comply with e-bike laws, that classify this as a bicycle. As an e-bike, you don't require insurance, registration, or a license.
