It should work as per the specs of your system. There are two versions 64-bit and 32-bit of the dxcpl . Download the correct one for your System. Please tell me the exact problem you are facing.

Do you have direct x installed in your system? If no the install then only dxcpl will work . Its actually direct x control panel. If you have directx then try searching dxcpl.exe in your system.

All doing that does is make the VRAM go to 0 (from 32mb) and the Shared go down to 256mb (from 1.7gb)
No it doesn't change anything. It just allows the game to recognize the correct VRAM
