I build setup using 3rd gen i7 used office hp pc -around 10 to 15k. bought used graphics 1050ti low profile 10k . am getting 60+ fps on GTA V above 100 FPS in call of duty. I love this setup instead of build this pc for 30k mine preformed more the this pc

ultra low end cards like GT 1030 will still perform better than than vega card...so go with a modern 4c4t processor with GT1030 for same to same budget

You should use B450 motherboard, not A320 motherboard, because you get better performance from B450 motherboard. Also you can overclock B450 motherboard if you use a better cpu cooler. Go for air cooler, get it for 900 Rs.
B450 means 450M?
