Can you tell me what resolution you ran these tests? Also i think there needs to be some configuration change in each software to use the 4070 alone for rendering, which i think will make a very small positive difference. Best to get 1 powerful card like a 4080.

Multi GPU is usually a industry standard config for Davinci resolve, blender, and over all gpu dependent rendering engines like octane.. but before RTX series davinci resolve uses this type of dual config.. big card for GPU rendering and lower GPU like GT710 for only display but after RTX series this changed.. by disabling Auto mode in resolve and pick the selected GPU except the GPU u have chosen for display so u will have better performance than auto mode which use both card which will make conflict with display card and give lower performance.

This is correct. A2d needs to reconsider this. Many render engines has option to select specific gpu for rendering. When 2 4k monitors are connected that itself hogs a lot gpu power. So the connecting monitors to low end gpu and then specifically selecting hi end gpu in the render engine is said to yield more rendering performance. it looks like a2d has run the tests with default settings, which is not ideal in this case.

In your tests RTX 3050 with 4070 la 3050 only worked i think. You need to allocate and assign GPU seperately for 3050 to display and 4070 to software rendering. You will see the good difference and performance..
