What's the population of Space right now, Four SpaceX, two Boeing, four already up there, and now three more. 13 People up there ATM. That has to be a record.

We may have just reached a 0.74 level Civilization.
12 on ISS , 4 on Polaris(space craft) and 3 on Tiangong(Chinese Space Station).

How come they cant bring the stranded astronauts back
they could they did offer. More a political face saving decision. Boeing and NASA rescued by the Russians, not a good look
Their capsule only carrys a crew of three.
Presumably because this Soyuz is scheduled to bring back ISS crew members who've been up there a lot longer. There is no urgent need to bring Williams or Wilmore down before the Space X launch is ready to go.

US still paying Russia for a ride?
All countries involved in the international space station share the different space flights. When the US launches the next crew dragon it will take one American and one Russian to the ISS.
I think it’s just seat swapping these days. It keeps the crews familiar with both of the crafts they may need to fly in case of an emergency.
also for lifting ISS, so it stay on orbit.

Boeing. And the Soyuz only takes three passengers, not five.

No space suit compatibility.
Personalised seat, suit and bigger reputation loss if foreign country.
All spacecraft seats shape made for comfy landing, while suit is more universal on Soyuz than on SpaceX.
So you need 1 Soyuz crew member to take those 2 Starliner astronauts back. But you still need to send another spacecraft to bring other part of crew back, since its rare when ships fly with free seats.
