amazing work Stuart... glad to see you are still at it... question... was this rendered in "Blender"?...... would be interested in knowing as I am tempted to attempt something like this for our town... the detail in this video is amazing.
The main environment is Unreal Engine which, for non monetary projects like these is free!. I create the landscape first in Unreal, using top down views of what ever reference maps I need. Take a lot of time making sure the maps/s are correctly scaled. In the case of this last animation, where heights are involved, I placed simple blocks of the correct heights along the route as guides and then sculptured the landscape up accordingly. I created the buildings, tram, trackbed etc. in a 3D package (in my case Modo but any package such as Blender would do the same thing). Again, take time to ensure the scale is correct. I then export these as .obj files and texture them using Substance Painter and then bring them into Unreal where they are placed over the maps at the correct place and, hopefully, they fit! The various actions are recorded in Unreal but II use Vegas Pro to put the final shots together. Half the fun is finding the reference materials to make the buildings but it does take time!
Brilliant, well done!

Love it, is the statue of Queen Victoria still there?
Yes, but it is on the corner of the replacement building, there is a photo of it in the animation
