If you create a second duplicate of the subject, use the quick select to isolate the lips and convert them into a Smart Object, then do the liquify steps in this tutorial to the isolated lips, you will get an even better results than masking them out at the end.
I'm looking to create a drip of ink on a feather. The feather has no ink on it currently. So, do I need to colour in some of the ink's colour of the tip of the feather and then use liquify to make it into a drip?

Cheers! With the brush tool selected, it's the dropdown menu in top left corner. Or you can use the [ ] brackets on your keyboard :)
You can also hold Alt+Right Mouse Button and move the mouse to the left to make it smaller and to the right to mate it larger

how would you do this all over the face? you would need to draw the drips no?
Same technique. Drip and droop areas of the skin and other facial features, and brush in shadows/highlights to create depth 👍
