Fast-forward a year and a half, and Rita is suddenly mortally offended that Kevin is using the money for something Rita didn't get asked for her approval of, and does not agree with! You said, "no strings attached!", Rita! Sally was right on the money this time, no pun intended.
I can't understand Rita's attitude towards the money she gifted Kevin and Sally. It's as if she (Rita) still wanted control of the money and a say in how it was spent. Controlling behaviour that was very unbecoming. Mostly I liked Rita a lot, but this was not a good side to her.
Rita was lonely and dissatisfied with her life. She didn't get the family she wanted, her foster daughters disappointed her and, aside from Mavis, she didn't really have anyone in her life. The money to the Websters was more of a purchase than a gift, she wanted their time and a place in their lives. That they loaned or gave some of the money to Bill, who was a member of the family, reminded her that she wasn't. With her illusion ruined she was overcome with the pain of what she saw as rejection, etc. Poor Rita, but she wasn't always that nice, she bullied Mavis for what seemed like her own amusement sometimes, especially in earlier episodes. And she dealt with the matter of deciding not to go ahead with the deal Bet proposed over the Rovers very badly.

Just saw the Cruise VHS special & whilst I'm very glad I did & it made a change, I didn't think it was that great & was somewhat of a wasted opportunity. It just seemed slightly lacking, perhaps not enough cast members & not funny enough, Vera would've cheered it up I think, making a nuisance of herself & pretending to be posh & annoying the captain or the like.
I saw it myself for the first time a couple of months back. I agree, a bit of a damp squib. Almost a bit slapstick but not very funny - I mean as if Raquel and Curly would accept having to work on their honeymoon. They’d have made Alec walk the plank for getting them such a rotten deal lol!
