Hi. If Hue is a pure form of color (primary, secondary and even tertiary colors), why does Photoshop show Hue as a pillar with 360 steps of many colors in it?

I’m not super familiar with Photoshop, but from what I understand the hue adjustment within photoshop is actually a combination of hue and saturation adjustment. It could be also just the variance in the definition of the word. When I am speaking about hue, I’m speaking within the context of mixing colours or pigments from the basis of using a colour wheel.
