As the date quoted on title is 17 december 1946 this was probably the discussion regarding the "objective resolution" passed by assembly which is similiar to preamble or first page of today's constitution. As it was moved by nehru on 13december 1946 and this date is just after few days of it. So, this is before the draft of our indian constitution actually made. And hence you can hear the assembly discussing on what should be the guiding principles and challenges ahead of new india as a nation together is facing and what role will constitution play in order to tie its diverse, unequal population in unity, fraternity and brotherhood.
