31:09 Thats so funny of in this moment Smitters exploded thats why the Hit&Run bar grew a lot and he stopped moving. We can notice that on the Time SKip, smitters is staying still and one the same spot the whole time. AND we can see that he really exploded because on 30:55 he was already smoking Black, and thats near to the car to explode.

Yes that boat car is a secret vehicle from the game it's in the level where you play as Lisa near the docks and you'll find this boat car in a container on a cargo ship
