The Chinese text literally means that, a few years back there were a few strange cases of people breaking into parked buses and then driving it around (sometimes even causing accidents) so they put these labels on the cab door to try to discourage them, and is not targeted towards thieves who try to steal other people's belongings on the bus
You'd have thought that they'd have put some of these old buses on training only or in a museum but they probably won't allow it as a training vehicle like they do in Great Britain. As for a Chinese transport museum, surely someone would preserve it if a collector in the UK doesn't first 😂
