    A new bill introduced in New York City Council would require sirens to adopt the European two-toned model. The distinctive wail and yelp sirens might soon replaced by the softer, two-tone "hi-lo" siren. In areas nearby stations and hospitals the sirens can make a real noise problem and there are "battles" to keep stations out of areas.
    Mount Sinai received numerous comlpaints concerning their ambulances, they decided to make the sirens less shrill but maintain their effectiveness. Calling the manufacturers, more siren tones were able by flipping a switch at the back of the siren. The made a trial runwith 4 units back in 2017 and the crews reported that people on the streets were just as responsive to the new sirens, so Mount SInai switched the sirens on the entire fleet of ambulances.
    A professor of environmental health sciences at the University of Michigan, said that loud sirens can cause serious health problems like stress, anxiety and even cardiovascular disease. People likely find two-tone sirens more pleasing because they spread sound frequency across a longer time period than other sirens.
    A spokesman for Mayor Bill de Blasio said the mayor’s office was considering the two-tone siren legislation.
    He said: “Our city has always been ahead of the curve on transitioning our sirens to models that better protect New Yorkers’ hearing. This is a quality-of-life issue we take very seriously.”
    At minute 2:00 to the end the clips of NYC emergency vehicles have the sound track from German emergency response clips. I simply replaced the original sound track. Seems like I have to mention it because some people misunderstood it as if they were already using these hi-lo sirens. It's only a mind game at 2:00 onwards.
    European siren ... it's a term which is often used for the alternating hi-lo sirens in this video, but please keep in mind: there are only very few countries in Europe where only hi-lo sirens are legal like e.g. Germany and Austria. Living in Germany, and having only few videos from other European countries where hi-lo sirens are used (e.g. Netherlands, Poland, Austria) I face the issue that some of them used the exact same sirens which are used on the German emergency vehicles, and most others I filmed responded with emergency lights only; With maybe only 1 or 2 EVs left from abroad using other sirens I decided to only use sirens form German emergency vehicles in this video.
    In most countries around Europe they use a mix of pretty much any wail/yelp and hi-lo siren, well except for some Japanese ones. But in fact any siren which is used in the USA is used somewhere in Europe as well, including special types like the Rumbler or the Federal Signal Q. Please don't think that all of Europe would only have hi-lo sirens
    Maybe all emergency vehicles in NYC will have hi-lo sirens in the future. I guess most would simply use the existing hi-lo mode of their siren module. To be honest, I'm not really a fan of the hi-lo mode of American sirens because they have hardly any tremolo tuning and thus seem a bit too soft and clear. Maybe some would, but I don't believe it at the moment, invest a bit more money and purchase e.g. a set of martin horns for the pneumatic, air powered version of a hi-lo siren which is more effective than the electronic ones

      That hi-lo siren is much more pleasant, and they HAVE already switched to it in NYC, at least in Midtown West. Hearing the old wailling version all the time, causes people anxiety, and cuts down on people's sense of wholesomeness and their productivity. Everyone can still tell the hi-lo is a siren and they're supposed to know it's a law to try to pull over to let the emergency vehicle get by. If you have a driver's license the "Rules of the Road", which you must know to pass your driver's test, says you must try to pull over, to leave room for any emergency vehicle using flashing lights and/or sirens to get by. Any pedestrians or vehicles who do not try to do so, should be at least fined, and that law should be announced repeatedly on local news and enforced, instead of using sirens to startle people. Patients often ask ambulance drivers to shut off the old type wailing siren, as it's very blood pressure raising and distressing.

    Option B: Require that anyone applying for a driver’s license in New York state first learn how to get out of the way when they hear a siren. There wouldn’t be a noise problem if emergency vehicles weren’t sitting in traffic, waiting for someone to move.

    I work for the German police and got relatives in NY, so I know both pretty well. This video is great and I'd actually support having German sirens in New York. We've been experimenting with yelp sirens for a short time, but to no avail. The heavy traffic in NY is a serious problem and seeing fire trucks and ambulances constantly using their air horn is a pretty good reason to reconsider the tone of their sirens.

      the US Army Fire & Emergency Services also tried American apparatus at their German USAG bases, didn't work out that well either; But instead of taking the all-American apparatus back home, they rather chose to take a half-American half-American apparatus to the USA.
      Of course not every option tried once is successfull, like the higher reaching German Magirus ladders used by the FDNY; But others are more successfull, like the Sprinter or Ducato being used in the USA. The other way around American style vans and pickups got replaced by vans and actual trucks in most places around Europe

    I work in rural EMS; we have the county hospital for the small stuff a half hour away, and the city hospitals for the oh fudge stuff more than an hour away. The city folks hear the sirens and are like whatever; so I reprogrammed the controller to replace wail with weewoo. And WOW! What a difference in the way people responded to hearing a new siren!
    But after a while of us hearing the hypnotic sound of the weewoo for over an hour at 3am I/we decided to switch it back.
    Side note: We had a cardiac call, and upon entering the city limits I hit the weewoo, the medic in the back had a mini heart attack because they thought the lifepak was making the charge/check pt alarm.

    This is something I thought would never happen in tradition-bound New York. I personally prefer the two tone Italian fire horn - it is penetrating but not harsh.

    If the bill passed I don't think all vehicles would have to be re-fitted with new sirens. Most US made electronic sirens have a hi-lo tone. The eQ2b does not have the hi-lo tone, so FDNY would have to replace sirens in some of its trucks.

    I don’t know, I think requiring those sirens would be a dumb idea for New York City. It would require many emergency vehicles to have to have new sirens equipped.

    In NYC, when there's a fire, you'll hear that distinct FDNY wailing siren and horn and you know help is as good as there!

    I love that fire truck wail, seems like it'll go on and on at its high note, then taper off to those mournful sounding and ever-dropping low notes for a bit before screaming back to the high note again.

      I much prefer the sound of the mechanical sirens on US fire engines to the screaming electronic siren, as most UK emergency vehicles have. It's a less shrill tone.

    Can't put my finger on why I really like the sound of European sirens. They sound way better than the American ones for damn sure. However, while it definitely would be interesting and welcome to see Euro style sirens in NYC, wouldn't replacing the US wail and yelp ones kinda mess with the all-American character of the city?

    I think its a dumb Idea. In the U.S., we are trained to change tones at intersections goin from wail to yelp, and it is extremely effective at getting drivers attention who are crossing in front of you.

    im european and i have lived close to both a fire station a hospital and police station and i have recently been in new york and i gotta admit their low frequency sirens were a deligth plus their super friendly too😄

    Personaly, i think NYC Emergency services need to keep the American sirens. IMO i don't like the new sirens, i think NYC needs to keep what they have, the European Sirens just don't fit New York City

    The thing with sirens is they are supposed to make people aware of the car useing them (so far so obvious).
    However in large cities where sirens are your typical background noise, people often don't reckognise them anymore.
    We had the same "problem" in Munic and Cologne. Where 2 new siren typs were tested. And the findings were somewhat along the line of:
    On should change the sound of sirens (emergency vehicles) more often in order to keep the intendet attention causing effect.
    That is why in cologne for example many vehicles can swtich between frequencies and types, to get peoples attention.

    This is why we see many countries swtich to the not known version of sirens. The french switch to the weil a few years back ( I think it was).
    In Germany there is even a law stating that test-runs of sirens should not be done to offten to minimise the effect familiarization could have.
    Which may lead to people not fully realising what is going on here.

      Since when were new siren types tested in Munich? There weren't any new sirens tested in Munich
      Being able to switch between different frequencies is a condition which is supposed to be met by all emergency vehicles ... not possible on those which only have a set of pneumatic horns or supertone horn, but any unit equipped with an electronic siren meets this condition. That's nothing new, it's rather a mandatory thing.

    This makes no damn sense, because some European countries are now implementing the Whelen Rumbler siren into their Emergency Services Organization.

      they are not "now implementing the Whelen Rumbler" ... wail and yelp sirens including the Rumbler are around for years already, with wail sirens originally coming from Europe (!). The laws in every single country are different, many allow both wail/yelp and hi-lo sirens, some allow only hi-lo sirens and some others allow only wail/yelp sirens ... so what exactly doesn't make sense then?

I've spent more than my share of time inside of an FDNY apparatus and other forms of vehicles to know that we had issues with the regular systems much less than this he haw replacement. It's a good thing i'm retired I spent enough time hearing it in europe why would I want to hear it here.

      well although primarily wail/yelp sirens are used in the USA, hi-lo sirens are legal as well; In Europe some countries have much stricter regulations which e.g. allow only wail/yelp sirens; In fact EVERY single siren used in the USA is used somewhere in Europe as well; Only few countries in central Europe allow only hi-lo sirens ... in the rest you can hear interesting mix of all kinds of wail and yelp sirens, Rumbler and Q, hi-lo two tone and three tone, basically anything except for some Japanese sirens

    Honestly, I’ll admit it sounds good but, it only fits in europe, I’d rather stick with our normal sirens, only changed it cause bullshit Karen’s wanted to make it quieter even though they don’t listen to them in the first place

    This is by far one of the most asinine proposals I've seen in a long time. Yes, sirens are very annoying and jarring in this city. They're supposed to be. That's literally the point of them. They're designed at a decibel and tonal range that immediately snaps your mind out of whatever you're thinking about and grabs your attention so you move out of the way and don't get creamed by a speeding emergency vehicle. That quick attention grabbing ability is the key. They're typically designed at a frequency that is annoying and borderline uncomfortable to listen to. Again, that's the point. It's the opposite of how a white noise machine blocks out sound. It's the unpredictable quick and jarring deviation from what your brain normally hears that makes it accomplish its job. A nice smooth, predictable sound doesn't accomplish that. People's lives are on the line and you see how hard it is for an ambulance or police car to get through traffic with the sirens now. They want to change that to a more pleasing sound that's not as noticeable and just lulls you to sleep. What can possibly go wrong with that? I'm sure people won't be delayed getting through traffic with this nice relaxing non-urgent sounding siren. It will be so nice to have a siren that barely even grabs your attention as the fire engine slams into the side of your car at an intersection. Maybe next we can get rid of the flashing lights. I find them too bright and distracting. They should switch to just red and blue paint so we don't have all those lights flashing all over the place. I feel like I live in a flashing metropolis of chaos. Maybe the cops can even carry guns that instead of shooting bullets, they just have the flag that comes out and says "bang" like in the Bugs Bunny cartoons. I mean less is always more and none of these things have any point anyway, right? This is the kind of shit you get when politicians feel the need to legislate anything and everything regardless of whether or not they know anything about the subject...

      "grabs your attention so you move out of the way" if it only was like that in NYC. And concerning the "speeding emergency vehicle" ... that one video of the Tower Ladder and Engine was the only video I got in NYC where they were driving fast; For the rest of the videos it was actually pretty hard to find a fitting German video with the emergency vehicle driving comparatively slow that the sound track fits onto the American clip.
      As far as I remember also FDNY crews got hearing problems due to the sirens, don't know if it was with or without wearing their ear protection, however that's sth we simply don't need over here although the set of martin horns is as loud as a FS Q.
      In fact the hi-lo siren is very remarkable and you'll notice it. It stick out alot, and it's in fact easier to locate where the siren is coming from.
      "It will be so nice to have a siren that barely even grabs your attention" well maybe they should start using GOOD hi-lo sirens, instead of the IMO too soft sounds of those Mount SInai is using on their ambulances. There are ones with a strong tremolo tuning, some where pedeistrians around you cover their ears while you are passing, even electronic ones which can really hurt your ear.
      And btw the politicians based their bill on the very positive experiences Mount SInai made in the past years (!) they are using the hi-lo already

      @@EnjoyFirefighting So from the first sentence of your comment you're saying our sirens don't move people out of the way better than European sirens? Bear in mind I'm a retired MOS of the NYPD. Obviously it's a nightmare getting through traffic in Manhattan and areas of downtown Brooklyn, but I can tell you with 100% certainty that the current sirens do in fact grab your attention so you move out of the way a hell of a lot better than the hi-lo versions of the siren. All you have to do is go stand anywhere near Times Square and watch an ambulance coming with the hi-lo on and everyone taking their jolly ass time blocking the way and then hear a fire engine come behind them with a Q siren and an air horn and you tell me which one gets people out of the way quicker. This city is unlike any other in the world and it's damn near impossible to get through traffic in an emergency vehicle. People's lives are on the line and the last thing we need is less noticeable sirens. That's literally the point of the hi-lo change---because it's less noticeable. Ask any of the politicians behind this bill and they'll tell you. The whole point is that people don't want to hear sirens all day and people are less likely to notice the hi-lo siren because of the even predictable tonality that isn't so jarring to hear. If you're familiar with how a white noise machine works by making a nice even noise and blocking out other deviations of sound so you don't wake up, then you'll understand why a steady even tonality of a siren is much less jarring to the brain. The brain registers major deviations in sound much more quickly than something even and melodic. That's why we use the manual siren along with wail and yelp and switch back and forth at intersections and when we need to move a vehicle out of the way. That's why we use air horns. We're trying to create a deviation from normal sound so other people's brains notice and react. Yes some of our guys supposedly got hearing damage from the sirens but the tone of the siren doesn't really change whether or not it will damage your hearing. The new hi-lo sirens will still be the exact same decibel level. I don't know who you talked to at Mount Sinai but every single worker I've talked to hates it. Not even just dislike it, I mean literally despise the stupid policy. Ask any one of them and they'll tell you if it's a serious call, they'll put the hi-lo siren on until they get frustrated and then switch right back to the old one. Everyone I've talked to only uses the hi-lo on non-urgent calls. They call it the new "Q-siren" for Queer-siren. Politicians love to say something is working in order to justify their intentions, especially in this city but let's hear the general consensus from the people who are actually on the job saving people's lives every day. And yes we do have speeding emergency vehicles here, even in Manhattan traffic if the call is urgent enough. No disrespect, but until you've taken a care airborne through an intersection to a 10-13 I don't think you're really qualified to tell me how fast we go or don't go around here. How can you honestly sit there and tell me that 1) our current sirens aren't any more noticeable than the hi-lo sirens (when even the politicians want the hi-lo because it's less noticeable) and 2) that less noticeable sirens aren't a bad thing when it comes to emergency vehicles trying not to hit other vehicles or pedestrians, and are trying to quickly get through gridlocked traffic to save people's lives in one of the most densely populated cities in the developed world?

      Being y NYPD POS I guess you made you experience on the road while responding to calls. I do so as well, working as paramedic in an areas which ranges from rural areas with tiny villages to the state's largest city.
      I visited NYC only for 10 days and I saw the streets both with everything from rush hour traffic to being completly empty, day and night.
      "better than the hi-lo versions of the siren" ... you are right on that, but there's one detail: it's the hi-lo version of the American siren modules. All American hi-lo sirens I heard so far, like the one on Ambulances from Mount Sinai, have very clear sounds without much (or any?) tremolo tuning, without one of the sounds swinging within its frequency. Depending on the siren modes, our hi-lo sirens have a pretty strong tremolo tuning. You can hear that some of the played-in sirens don't have two very clear, soft sounds but it somehow swings within the sound ... that makes a big differences concerning being heard by others.
      Nice example with the Times Square, however I saw the very same problem with wail sirens as well. Some police unit took more than 6 minutes just to get from 7th Ave to 8th Ave ... in the same time I walked by and filmed the same police unit at the next intersection again.
      " This city is unlike any other in the world" although there's alot of traffic, I was a bit jealous concerning the width of the street and how easy it would be to pull over. There are only few streets of similar width in our state's capital city. The streets you'd call tight, would be normal streets for us.
      "and switch back and forth at intersections " ... or as I'd call it: playing with the siren, keeping one hand off the steering wheel. In contrast to that I can tell you how it works over here: although we can switch between several siren modes, and some emergency vehicles also between two different types of sirens, we simply don't have to switch between siren modes and sirens to grab the people's attention: I might start in our village, get onto the highway, proceed on some kind of rural road, get into the next town or city and I can keep the very same siren mode all the time if I want to, I only switch it on and off, but without removing a hand from the steering wheel. Even if I keep that one siren mode (which btw isn't designed to be used on e.g. urban and rural streets) we are noticed by other drivers on time; Although some few fire trucks have an additional airhorn, most fire trucks and hardly any other kind of emergency vehicle has an airhorn at all, because we don't need one. I can't remember a situation where I actually had to stop at a red traffic light and wait until crossing traffic notices me and stops.
      "some of our guys supposedly got hearing damage" ... although they use headseats with hearing protection on most fire trucks in the USA. We don't have anything similar on any of our vehicles and to be honest I don't know reports on crews suffering from hearing protection here. Also my oldest colleagues, also those at services which use the loudest siren (as loud as the Q) which might be mounted right above their head, don't have such problems.
      "Politicians love to say something is working" ... well those people in charge at Mount SInai said the same thing, that it works very well. I didn't talk to Mount SInai crews, my statement is based on what Mount Sinai says on reports
      "to a 10-13" ... please, just like you probably won't know what a 1-25 is for us, I don't have a clue about any codes used in the USA, in NYC or specificly by the NYPD. Taking a car airborn ... our roads are designed that we don't lift off, even if we respond at speeds more than twice of the posted speed limit. Depending on where I'm responding to I cover up to 11 to 12 miles within 6 minutes
      With respect, and even if you put it into some kind of ratio, there are much more emergency vehicles involved in traffic accidents in the USA than they are here in Germany, even though they have like a dozen siren modes and several dozen of lights, while we usually have one or two sirens with a total of four different modes and sth like one to eight emergency lights on our emergency vehicles (e.g. one on unmarked emergency vehicles, six on a full-size fire truck). A full size fire truck usually maintains an average speed of 40 mph on city streets.
      I don't say that a less effective siren would be better, but that a more effective hi-lo would be better than a less effective hi-lo, and that the more effective hi-lo can do the same job like the commonly used wail and yelp sirens.

    My mother used to drive an ambulance in the 80s in the Los Angeles area. She said that her ambulances had the high-low European sirens AND the normal American style sirens. She told me that the European tones were great for clearing intersections because they sounded so different, and people would respond to them better. Her method was to use the American style sirens most of the time, but she would switch to the high-lows when approaching an intersection. She always said that worked pretty well.

      If I do remember correctly, a lot of fire trucks and ambulances in LA back in the 80s-90s were fitted with hilo horns and mechinal sirens. There are still some trucks in service using this! Just look up "LAFD Hilo airhorn" on TH-cam.

      My favorite is the federal sign touchmaster delta siren. Once used widely in police interceptors and ambulances, and cycles between wail, yelp, warble, and a hi-lo that sounds akin to a telephone ring. It goes Weeeeee uuuuuuuuuuu, we u we u we we u we u, wa-wa-wa-wa-wa-wa-wa-wa-wa-wa, riiiing riiiing riiing riiing.

      It sounds odd, I agree, but it would be interesting as well. I can't really imagine them really using German hi-lo sirens, but I guess American hi-lo sirens MIGHT happen.

      On a EU fire Truck, you can't beat a two tone is what I should have said

      @@dragonemergencyvideos I watched several videos of American apparatus with hi-lo sirens, also some with specificly European types of the hi-lo siren. It was fun to see and hear them like that. Same with the units themselves: although 98% of all ALS Emergency Ambulances in Germany are based on a Sprinter, I really loved filming the Sprinter in NYC
      In my opinion, the best solution would be a combination of both, to give them the option to choose from the one, the other or both sirens at once.

      @@EnjoyFirefighting instead of thinking the opposite, or criticizing me, try to understand what I am actually speaking here. Sirens all sound different in different countries, I was not putting you down (you had interpreted my words wrongly) when I said I prefer American coz I live here and US sirens are loud and they blast horns to convey that urgency. European ones, uses the rapid blipping/ , and this is a different type sound used (it too conveys urgency but sounds far different from what I am used to hearing). Instead of jumping to conclusion of my words and sarcastically criticizing me, I kindly ask you to refrain, that is not nice. Not everyone is trying to argue with you. Vielen Danke.

    Hearing the euro sirens on American emergency vehicles is pretty cool. I’ve seen only one motorcycle police here where I live with a euro siren.

      As someone who is used to German sirens, this one doesnt actually sound similar to those (less shrill). Btw the sound makes me also slighty uncomfortable.

    I'm British and almost all UK emergency vehicles have the screaming sirens. I much prefer the 2 tone horn/ hi lo sound, as I believe is usually found in France, Germany and the Netherlands. The scream is painful on the ears, and stress inducing. Way before the coronavirus started, you'd see a lot of ambulances out and about- a nation of ill people? The traditional mechanical sirens on American fire engines have a deeper tone and are less excruciating. I believe it is because the scream is stress inducing, that they're introducing 2 tone horns, or hi- los, in New York.

      @Ben Sanspiro just too big. I mean look at some NYC streets for example they can't get through often. German Trucks at least may not carry as much water, but they carry more equipment and crew and are more compact.

      @Ben Sanspiro I guess the real issue is simply the size of American fire apparatus. Some of them are oversized concerning the amount of equipment on board
