Season 9 was really weird. They made an entire episode with the sole purpose of establishing that Scootaloo's parents were not in fact dead, but rather merely the pony versions of Steve and Terri Irwin.
Steve and Terri loved and love their children. They involved the children in their work. Scootaloo's biological parents are b@stards that abandoned her. Sweetie's parents are just as bad.

Pipp didn't have a personality until like 5 episodes into TYT. Hitch had his brain and spine removed until the last two episodes of MYM ch6. Sunny lost her personality after movie.

His consistent failure to do his job drove the plot. Kinda like Dukes of Hazzard or Smokey and The Bandit. Or all the Pink Panther and Police Academy Movies. The bumbling cop is an old trope that goes all the way back to the black and white Keystone Cops.
