One thing I should have mentioned, while in this video I piled up many hunters in a single province, this is because they are all non-blood mages and I just want to maximize returns and make management of dozens of hunters easier at the cost of efficiency and province pop.
Once you can get a few empowered mages hunting (or just normal blood mages as a blood nation) you can spread them out a little more and ideally put about 2 per province to improve efficiency/increase relative returns. Give them a sanguine dousing rod to improve efficiency with lower level mages.
As well once slave income becomes more regular, you can consider building a lab in the province so hunters will just drop their slaves off automatically. Building a fort as well will make sure that your hunters won’t get attacked by civilians.

One other way that can break you into blood if you have magic and luck there are events that can give you "A circle master and his apprentices have settled in the province". There's two flavors of this an uncommon good that requires luck 2+ and magic 1+ and gives you a circle master D2B2 and 2 Conjurers D1B1 and an uncommon good that requires luck 3+ and magic 3+ but gives you a circle master and 4 conjurers. If you have the high luck/magic scales builds I find this much more common than finding a garnet sorceress, but obviously it is scales dependent.

This is a good point to mention as well, there are several other luck based events which can give you a blood mage, or even empower a random commander in your prov with blood. It’s definitely a reason to take luck-magic scales but they are not common enough to build a coherent strategy upon.
Grinding a province with scouts and indie commanders + keeping an eye out for useful indies is more reliable.

in dom 6 I would suggest to go to provinces whit 7500 and not 5000 you have 25% more chance to get blood slave
