Internal theft is responsible for 65% + of loss, and it was always (in my experience) the people with the most power who were responsible. 9 times out of 10, they had no idea how much they had stolen. It just got so far out of hand by the time they were caught, the numbers usually surprised them. When there aren’t any checks and balances in place, temptation can be overwhelming.
