they use a really long telephoto lens, they are miles away at a great height in fact, sometimes they'll pull the camera and show that they can be as much 10-15 blocks away, they just keep the camera pointed - when they lose sight it's hard for them to find the car again sometimes.
Also why is there clapping from the studio when he wrecks into the police car, he could have seriously injured the officer whose door got slammed shut as he was trying to exit, or one of the passengers of the SUV...
