- Charley Says was a series of very short cut-out animated cartoon Public Information Films for children, shown in the United Kingdom in the 1970s and 1980s for London's Central Office of Information.
Most of the topics dealt with everyday safety issues children face, such as not going off with strangers or not playing with matches. They featured a little boy called Tony (voiced by the seven-year-old son of one of the neighbours of producer Richard Taylor) and his cat, named Charley, voiced by Kenny Everett, who would "miaow" the lesson of the episode, which the boy would then translate and explain. Often Charley served as the boy's conscience, similarly to Davey and Goliath or Jiminy Cricket of Disney's film Pinocchio. When Charley and the boy did the right thing, they were rewarded with something for the boy and a fish for Charley, which he ate rapidly. However, on other occasions, Charley suffered the consequences of doing the wrong thing (e.g., in Charley's Tea Party he pulled a tablecloth and a teapot fell on him and scalded him).
The films were produced by Richard Taylor Cartoons who also produced Crystal Tipps and Alistair. They also produced the controversial Protect and Survive series, narrated by Shakespearean actor Patrick Allen.
Six films were produced:

Charley -- Matches (30 s)
Charley -- Mummy Should Know (60 s)
Charley's Tea Party (45 s)
Charley -- Strangers (60 s)

Charley and me were playing outside television centre when a man with a cigar and gold chain walked over to us. He asked if we'd like to go backstage at Top of the Pops. I said yes but Charley reminded me that I shouldn't go off with television presenters or radio DJs that I don't know...
Charlie says don't go near water. That did spoil my visit to the seaside and i didn't have a bath for a month .

3:28 is the sample I remember best from the Prodigy song Charly, except of course for the "Charley says..." loops. Ahhh, 90's memories (Oh, I mean the "Trip Into Drum and Bass" version specifically.
If Charles had have said those things in Belfast in the seventies he would have been found on the irish border.

I remember these horrifying adverts if I was ill as a child and was up late watching TV. Thoses adverts gave me nightmares as a child and still give me the crepes even now But what I could never get about these safety adverts for children is why were they shown at 3 am in the early morning

it's funny how these films are even more relevant today than the 70's. my brother and I were approached once by a "Want John" as we used to call them, in a car. He tried the old,"Do you want to see some puppies?" Needless to say we didn't take him up on his offer!
