The unit in the video is listening to a input monitor that would normally be wired to a tuner tuned to a local primary station or WX radio. It decides whether to relay the alert, strips the header and alert tone, generates a new header and alert tone, then relays the original audio from the input, then places a new EOM signal at the end. If it was hooked up to a transmitter, you could generate any alert and it would not be relayed on other stations because they are not tuned to that frequency.
@rockandrollwithrage The ENDEC stores the audio it receives in memory and then plays it back when it relays the alert. It can be set to replay the stored audio over and over until the event expires. You can also record your own audio in the memory using the mic. You can also create any type of alert you want using this unit. For TV and cable stations it can control the text messages on screen.

I designed and built a pair of EAS/SAME ENDECs several years ago. They use a 65c02 MPU clocked at 1.8432 MHz to control everything. They work well. It took me about 18 months to design the hardware and write the program. They have their own displays/printers but most functions are selected using a dumb RS-232 terminal (like hyperterm) I might post a demo vid of them later.
By base means, it's not broadcasting over the air. The ENDEC doesn't come embedded with a transceiver or anything. If you want to broadcast audio or video with the endec, you have to plug in a couple of cables in the back + an alternate device for video alerting.

@PolizeiPaul There's no voice in the unit itself, however I believe there is software that can generate the voice and send it to the unit. Most eas units don't need to originate alerts other than the required weekly test, they just relay alerts from other stations. You can issue any EAS alert with the unit by selecting what type of alert to send and speaking into the handheld microphone, or it can pull audio straight from the mixing console if you were using a studio mic.

Jakob Hill for connecting to a weather radio you would need to cut the end off of a 3.5 mm cable and connect the wires into the endec. And I have no idea about WR Canada, but you should be able to.

You simply connected a EAS Sage Endec to a laptop and relayed a custom made fictional EAS warning, made by EASexperience. You didint connect it to any transmitter to even transmit the alert to anybody causing civil unrest. Frankly idk why people are argueing that "you're in trouble"
