I can see why they still had it fenced off. They still have allot of work to finish. The slabs may be set but the raw earth overwash has yet to be circumvented and grass or ground cover planted.
Some places may require French drainage to allow for water migration without overwash.
They had this problem at Marine Creek Trails here in Fort Worth and had to make French drains in places to resolve the issue.

It definitely needs some finishing touches, trail amenities seem to be under construction and like you said there is a lot of earth flowing over the trail.
@@cyclingtexas1670 I have often wondered why they do this. They create these trails without any oversight as to the consequences.
In other words, they level the ground along a hillside without any thought of water migration from the hillside. They need to plan ahead with sufficient French drains to accommodate the new concrete trails in obvious drainage areas.
At Marine Creek they ended up tackling this problem over several years. They ended up having to dig trenches on both sides in certain areas and filling them with crushed gravel (French drain) for water to collect.
In the worst places they had to jackhammer out portions of the concrete path in order to dig out under the path and fill in with crushed gravel before resetting the concrete path.
It's liked they don't know what they are doing in the first place. They need to design these paths with certain drainage criteria in mind so that they make these preparations before setting the concrete path.
Wherever there is water overflow you will get earth covering the path. And after the grass grows the water will still be flowing over the path and continue seeping days after a good rain.
In this condition during the wet season, the continual water drainage results in a green slime growing on the concrete surface that is really slippery and dangerous.
During the dry season, the slime dries up and dies leaving a greenish black stain on the concrete.
After allot of rework over several years, Marine Creek finally has it under control and the stains blasted away with high pressure water.
So, when I saw your video it was like... here we go again. They clearly don't know how to plan for these path developments.
When a developer or builder constructs the foundation of a house or a serious of developments, they have been there before and extensively plan the water drainage accordingly.
They use a series of French drains on along uneven ground at the time they put the sewage and draining piping in.
That's why you see all this earth moving activity before they even set the foundations... they are setting the French drains first as well as the underground piping.
These paths look like they were designed willy nilly...

It’s a good idea! I tend to skip over people talking to the camera in outdoors videos so I just leave it out so it’s a straight to the point video.
