The fact that the city settled tells me that there is something the city is not telling us. Here is why I say this. The council rep said that their insurance was going to pay. This means that the city didn't' make the decision because they don't get to tell the insurance company what battles to fight. In a liability case, the insurance company pays for all of the legal fees if you take a case to trial, and they pay the settlement and any punitive damages. I can pretty much assure you that the insurance company did not want this case to go to trial because they were afraid they would not win, and the total cost would be much higher. Insurance companies know how much these kinds of cases settle for because they do this every day, so they went to the victim and said "Here is our offer and based on similar cases, this is what we think will be about what you will win." The city could force the insurance company to fight the case, but to do so, you can bet that their insurance premium would go up at the next renewal (Iand it may anyway) but the fact that they settled tells me that the insurance company did not think they could win. There is something we don't know, and the fact that the city fired a bunch of people tells me that there is more to it than we are being told.
I believe her. I believe she was pressured and probably threatened with her job at least. Maybe threatened with being framed for a crime. You have to remember that all cops are crooked and cowards.

I suspect there is more to it than we know. First, and to make up for the poor reporting, it was not the city that really settled the case, it was the cities insurance company. The city approves the settlement with the insurance company and the victim, but since the insurance company actually paid the settlement, then they get to decide the course of action. When a city is sued, if they have liability insurance, the insurance company is responsible for all legal fees and settlement costs (including punitive damages). The fact that the insurance company chose to settle suggests that they thought there was enough danger of losing that they were better off settling. That is a daily decision insurance companies have to make, and the only way they would make the decision to settle is if they thought the case had merit. There is more to this than the city is telling us, but the fact that the insurance company offered a half a million settlement says that whatever it is, they did not want it to get in front of a jury because it could cost them much more than $500K. That is how insurance companies work. If you know you can't win, you settle.

First, I do agree with you that there is more here than meets the eye. It really isn't really the city that settles the case, it is their insurance company, and they only approve the decision for the insurance company to settle. They could go against the insurance companies' lawyers and demand that the case to go to trial, but of course next renewal time, they likely would be reminded of that decision. The insurance company assumes all costs associated with a liability lawsuit, and the insurance company makes the decision to take the case to trial or to settle, and if an insurance company settles, it is more often than not because they think they may not be able to win when the case gets in front of a jury. If they allow that to happen, they also have to consider the possibility of punitive damages being awarded, and sometimes these can be larger than the settlement cost. There is more to the story than we know and the fact that a bunch of cops got fired tells us that the insurance company said that based on what happened, these other officers were a liability to the city and if they wanted to keep their insurance, they should find a way to get rid of them. I am not saying the victim here is a saint, but what I am saying is that the fact that the insurance company settled tells us that there are details that we don't know, which support at least parts of her story, and that the insurance company knew they could not win. Sometimes insurance companies will settle very small cases, simply because they can cost more to take to trial than they would to settle, but half a million will pay for a lot of trial attorney time. There is more to it than we know, and that is why the insurance company recommended to settle and the city approved the decision to settle.

Right. Cities are considered "Corporations" by law (hence "Incorporated" on many Welcome signs.") The cities are supported by taxpayers and any money the city spends typically comes from taxes and service fees. City liability insurance is a budget item and the budget determines the tax rate. Now given that this was a $500,000 settlement, that is not so much as to move the ball greatly, but had the case gone to court and the victim won and was awarded a couple of million in punitive damages, you can bet there would be a rate increase at the next renewal, just like what happens when you have a car accident. Because the settled, my bet is that there is more to the story than we know, and the Insurance company recommended that they settle rather than letting the public hear the full details. I am not saying she is innocent or defending her, I am only saying that the fact that the insurance company got the city to settle the case suggest that we don't have the full story. If this was just consensual sex, the insurance company would have taken the case to court.
