When I took my class here in the states for my license. My instructor referred to it as the structural line. Del your correct in saying anything structural like the boom or sheeve etc will fail first. Below this line is a higher risk of tipping. You have the weight of the boom and load fighting against you. I just started operating and I almost always keep in the upper range . It gives me my confidence to know I have less if a chance in overturning.

Yeah we were taught that exceeding the max load above the line would break the crane, under the line would tip it over
