I've never heard a devil scream so I wouldn't know. But amplifying someone's voice so we can hear it can create some strange effects. Especially when it was recorded on equipment from 40 years ago and transferred from tape to tape over the years and then digitized. But honestly I think it was probably something as simple as Ruckman adjusting his mic or ruffling some papers into it when the woman was talking.
In the New International Version (NIV) of the Bible, Matthew 5:22 states, "But I tell you that anyone who is angry with a brother or sister will be subject to judgment". It also states, "Again, anyone who says to a brother or sister, 'Raca,' is answerable to the court" and "And anyone who says, 'You fool!' will be in danger of the fire of hell". Do not take the words of this man to heart. By his words he is condemned.
