Either a hose storage tube( think septic cleaning) or my bet would be to carry something like pipe/ conduit/ bar stock in a safe and secure way while still being able to use the entire deck

Thanks, form what I could make out it belonged to a landscaping company. looking at the point there was decals.

In my industry that tube you removed is for storing a product delivery hose.
