For all we know, they existed there for millenia, being good and obedient followers of God before they made the choice that caused them to fall. If He didn't let them choose things for themselves, then He would be evil for forcing them to behave in a way that He deemed fit. This is basically slavery, and it is evil. Humans are made in the image of God, meaning they have the ability to create and to make informed choices to choose things freely for themselves. As a result, satan tempted Adam and Eve by convincing them that they should be like God, even though they couldn't. He fed them false information and as a result they choose poorly and it ended up causing them to sin, which invited death and imperfection into the world. From there, one sin became two and two sins became four. It kept expanding and corrupting what God had created, and it was lo longer good. That's why He decided to wipe out everything except for Noah's family and some animals. He did it because everything was evil and corrupted. The hearts of man only desired sin, and the only ones capable of being saved were Noah and his family. But despite them finding favor in the eyes of God, they were still the product of a fallen world and thus were still prone to sinning, which is why sin continued to abound even after the flood. It all makes perfect sense and is explained within the text. The reason people balk at it is because they don't want to face the concept of them being evil, nor do they want to face the solution that they need to humble themselves before God and surrender that evil. They want to keep doing what they want to do.
