Interviews in Toronto can usually be booked in around 3 weeks.
What is a short form and long form?
The short version is the one submitted to the Consulate as this has a page limit.

Could I apply E2 in USA, instead of in Canada?
Yes, you could apply for this using a change of status. This is not a visa but an option if you don't want to leave.
How much $ was your investment?
The investment amount depends on the business but for most businesses in Toronto you would be looking at 100K or more with at least 50K spent
