Will Luslec defeat Urek? No. Can he hold his own? Absolutely. You don't travel with 13 Irregulars and not be dead weight to them if you aren't able to stay in the ring. I refuse to believe that he isn't "Family Head Level". If Luslec can be flicked by Urek into oblivion it's over for FUG. Aside from Luslec, I think Adori, Enne, Ha Twins, Baek Ryun, Molic, and "Macseth" are Family Head Level individuals.
I agree Luslec shouldn't be slept on, we honestly don't know what he is capable of. He legit warned the butterfly to back off because he knew the butterfly wasn't strong enough. I think Luslec has something in his arsenal that could harm urek, not kill , not defeat him but harm him.
It might be a situation where Luslec is threatening a "I may not be able to beat you, but I can stall you long enough" scenario. Destroy all warp gates, have Red Witches interfere with any Navigators, etc...But this is FUG we're talking about, the easiest way is to hold everyone else on Urek's ship as hostages.
Urek says Luslec is docile due to the family head’s presence in the tower, presumably calling him weak, when in reality he just understands their current contracts. I hope chapter 600 is a MOVIE.

I think that even if Luslec could present a challenge to an Irregular, it certainly wouldn't be to Urek. At most it would be to one of the "weaker" Family Heads like Traumerei. And while I don't think the Irregulars are so strong they can just blow away the likes of Luslec with a sneeze, I do think any fight between them would be pretty one sided.

So I can only image that he has come up with ways to combat or trick each individual family head.
