Easiest way to flat spin the F22 is not using rudders. You have to setup differential stabilators (tailerons) go up high get it to the moment of stall hold full up elevator then while holding full elevator go either right or left aileron and hold it there. It's kind of a timing with the stall because sometimes it'll just want to roll over.
