AFAIK There are currently no plans that Tactical Legacy Pack will be available on consoles. However I would bet if Firaxis ever release it for consoles, they will have either similar strategy like now or it will be always free.
The issue is that Consoles are far harder to push content onto. Microsoft and Sony can charge massive amounts of $$$ to put up a new bit of DLC, so, just for the right to sell it on a Console Firaxis has to pay a significant sum of money potentially.

People born after the invasion want to know what it was like when the aliens invaded, when the governments of the world gave up. Let me tell you; It wasn't pretty. Imagine your entire life, upended. Suddenly the people supposed to keep you safe were actively working for the conquerors. A lot of confusion occurred as a result, and I have many stories of formerly law-abiding citizens taking to sabotage of infrastructure just to prevent the aliens from using it. Dams, roads, farms - a lot of the destruction you see around is a result of that. Because the aliens are many things, but stupid is not one of them, they realized they needed infrastructure to carry out their plans. If they didn't, they would have targetted bridges and highways themselves, but they didn't. Many law abiding citizens realized those were still standing for a reason, and took it upon themselves to destroy them. And I don't blame you if you question their actions after hearing that, but understand that it is these same actions which are the reason we are probably all alive. ADVENT has been forced to spend 20 years rebuilding the infrastructure, and it has doubtlessly set back their plans immensively. And with X-COM now back in the game and making actual, tangible progress against the aliens? It gives me hope that it was not in vain, that ADVENT has been delayed enough for us to take back the planet.

As for Annette Durand the woman you rescue, she's either dead or someone created by the Angelis Ethereal back when the commander was just a glorified simulations player as a way for em to to know psionics without breaking immersion.

There’s a random scanning location called “Three Furies” or something. With the exact same description as the mission in EW. However they don’t have the resources to save them and they get liquified. On the plus side the ship scraps for some nice alien alloys!

The TF2 music at the end was SOOOOOO appropriate, loved it, and now Sev, Yes, you have the weapons now. If you go back into your standard campaign, you’ll get one copy of each tactical legacy weapon, equivalent to your tech level. So if you have neither mag nor plas weapons yet, you’ll just have the basic, and when you unlock the higher tier weapons, you’ll get those Also, should mention, you can’t put any upgrades on the legacy weapons, cause they already have upgrades. The standard weapons have one basic upgrade each, the mag weapons have two advanced upgrades, I would assume then that the plas would have three superior upgrades, but don’t quote me on that because I haven’t got that far yet The only downside to the weapons is you get only one of each, one rifle, one shotgun, one LMG, one pistol, one sword, and one sniper
Lucky you!!! When I did the dam mission the second avatar was WAY above the map. And by way above I mean it Mind Controlled one of my soldiers before I knew where I could stand to shoot him. (Turned out to be directly below him, and the only spot on the map where I had vision of him.) I shot him to make him teleport, only lost him up there off one more teleport, and finished him. Sadly it made me miss the gold medal. Wait until you see what Bradford was searching for through all these missions! I know it surprised me!

I think Bradford is making up most of these later fights, i mean the avatars only started to roll out late 2035, the man has had way to many beers i think with half of the enemies and weapons he claims to have come across.

The unlocks you earn aren't just reskins, they have pre-built attachments, making them a (slight) direct upgrade to the base gear. They improve as you improve tech levels as well, but you only get 1 copy of each weapon. Makes the early game just a little bit easier.
Perhaps it’s like the one you encounter in the story. Some sort of prototype. Suitable for short combat, but not a for being an inhabitable long term form?

I think Bradford is drunk when telling this story, and we are way past the reveal of all the enemy types... so he is basically just adding in hostiles recently discovered to patch his faulty memory. XD
Have to guess tf2 is quite significant to you, largely due to all the times it constantly comes up. Also, I would offer some character stuff but i dont know the likelyhood of you seeing them, and i do know you prefer patrions, which is reasonable, but just doom guy with the aaaaaaa voice pack, and the Advent officer class are just amazing (the officer class lets you summon up to 2 advent troopers, while they are fairly weak, its 2 more, meaning with 6 officers that 12 more dudes, meaning an 18 squad, with the officers having the holotargeting system, and with the ability to have killzone, and having the marauder ability the skirmishers have... it gets a bit crazy).

I think the main reason people misunderstand the whole Free than Paid problem is how it's worded on the steam pages. That's my thoughts anyway
