The Heritage Foundation has been around for 50 years. They have completed similar reports for over the past 40 years. The Brookings Institute is a liberal think tank that produces similar documents. This is nothing new and it has nothing to do with either presidential candidates’ platform. I’d be happy to share more if you’d like.

When he said that, you should have countered him about it. Ask him what he thinks needs to be done to make sure the results wouldn't be impacted by fraud
Anyhow, because most states (all but 2) use a "winner takes all" system -
So for fraud to have an impact it has to be enough to flip a state - you can't do that with a small amount of fake votes, if this happens it would be nearly impossible to hide.
