In a interview from back in 2010-2011 Cole did mention Ye as one of his main influences for music. He even said his personal favorite producer is Ye.

Ye is a god-tier producer but only a decent rapper (when compared to someone like Cole). Meanwhile, Cole is a god-tier rapper but only a decent producer (when compared to someone like Ye). So, if they competed with diss tracks, to say Cole would be heavily favored is an understatement. Especially since Kanye has *_so many_* publicly known incidents that paint him in a bad light and which can be lyrically used as angles against him. And it would be the first time a popular rapper fully exploited those angles in a diss track without pulling any punches.
Kanye would be better off baiting Cole into doing a Versus battle in which they square off using their music discography going track for track. In that scenario Kanye would be the favorite.

Meanwhile, most hip-hop heads have Cole somewhere in their top 50 (dead or alive), and top 5 current/active. Relative to Kanye, Cole being a god-tier rapper is not a stretch in that context.
