It's not working, I was use arduino uno 3. Shift register 74hc595. Simulation in proteus 8.6.but its only light on and moving left to right. But no characters displayed

Use WS2812B tape instead. Much less soldering involved and you get RGB.

You don't have that much output pins in arduino.so that's why shift register s used
