That's the anchor point tool: SHIFT+C

Why do I always get the following error when trying to make the curve: Please use the convert anchor point tool on an anchor point of a path?

When you click on the pen tool, make sure you have the correct pen tool selected. I believe there’s 3 or 4 options. If you click and on the pen tool, you’ll see the options. Hope this helps!
