Question: Doesn't the 'IV IV' give it away?
Same thought here - it still appears very evident that there is the same letter.
How wold you let know the person who's getting the encoded message the key digraph? do you put it at the beginning of the message? or it can only be used with a prearranged digraph?
You pass it to your counterpart in private before establishing the connection via this method, so both of you are on the same set of rules.
what if i want to incrypt a message including the word "Jazz" it would end up being zz zz and that does not make a pattern
then you'd use x, the other common replacement for double letters

i do think I/J is mandatory as it's also used in other ciphers
