If you actually watched the video, you'd know that the USA does not give rice growers a subsidy. In 2022, rice farmers received a bail out to prevent them from all going bankrupt. But don't let the facts get in the way of your narrative that the USA is bad.
And it's not India's subsidies to rice farmers that's distorting rice prices, it's India hoarding rice and then dumping it on the world market to destroy competitors that's crushing rice farmers around the world, all in an effort to gain market share for their rice farmers and bankrupt competitors. The USA can withstand it, because we're rich and can bail out our rice farmers like we did in 2022. However, poor nations in Africa and South Asia are being crushed and becoming more food insecure due to the practice.

This episode do not reveal full information. India's rice ban is temporary. It has 3 years of rice stocks in its FCI warehouses. The stock is feed the people if there are two years of consecutive monsoon failures. In addition the farmers are converting rice fields in to more profitable crops such as fish and shrimp farming. India put ban on export of non-Basmathi verities, that are produced in South India such as Sona Masoori, Ponni, BPT etc., that are produced in the deltas of Godavari, Krishna and Kaveri river systems. The reasons to impose ban are compelling as the stocks of these varieties are going down and per capita yield is also going down due to water shortage/crop migration etc. The rice that go to Africa which is unpolished, broken, and subsidized has no ban.

Indian Ban on rice exports has nothing to do with politics or elections. The reason is entirely domestic food security. The failure of monsoon rains in 2023 and erratic weather is bringing down rice security stockpiles. Further, already skyrocketing rice prices in India is mainly responsible for the export ban. Concern for people's food safety and not politics is the reason behind rice export ban has to be noted.

The US agriculture industry is already heavily subsidized. That is why many countries can't compete with US farmers in certain crops, for example corn. Meanwhile I'm in Singapore, which imports ~90% of its food (as we don't have much land & find it more profitable to use them for secondary & tertiary industries instead, & anyway even if we grow our own food it'll still be more expensive than neighbouring countries (which are in earlier stages of development)), & food export bans seem to be more frowned upon here, as they seem to be portrayed as a futile attempt to fight against economic principles. When Malaysia banned chicken exports to us (in 2021 I remember) the local press was warning Malaysia that it might permanently lose Singapore as a customer even after lifting its ban, as Singapore by then would've probably already started importing from other countries instead (albeit further away & thus more expensive). Probably because an export ban raises the risk of food shortage & thus food inflation in my country. However if the exporting country is facing a genuine food shortage then I am also thinking what other measures it could take to remedy the situation

The thing about all western commentary on India is that they basically they don't get India. So, here are few pointers and basic framework for anybody who tries to understand why India is doing what India is doing.
    1. Being a country of 1.5 billion people, any agricultural or business policy of Indian govt of all mileu/political inclination will centre around the demands of it's population. There is no single policy till date which caters for global markets without considering or prioritising the domestic market.
    2. Any Indian export is due to the fact that either India has surplus of that item or India has no industry that can consume that item. The moment India senses a deficit or develops capacity to consume it's domestic items, the export of that commodity is gone.
    3. India till now is not in the business of competing with any foreign power, because it has not yet developed the uniform elite class like rest of the world. Being a continent size diverse country with sub-nationalities that can dwarf European nation states, there exist almost 25+ elite groupings with differing ambitions, power dynamics and socio-economic moorings, which makes it very difficult to create a cohesive all encompassing push to increase the national power. However, because each sub nationalities dwarf any of the European nation states, sometimes you get to see surprising results, which will left you wondering if India is so poor, how did they manage it?
    4. Throughout all these years, the only promise that Indian political class has never broken with Indian citizenry, is making sure that Indian people survives. It has broken all promises of letting Indian people thrive. Perhaps it is to do with all Indic religions common theme of "Live and let live". The one thing that comes out of this is that India will never align with anyone, because aligning will severely jeopardise the promise of letting survive by asking them to sacrifice. That's the issue that none of the western analysis ever gets right.
That's all for now. And by the way, if people didn't understand still, every single comment on the video on India is wrong and devoid of any connection with reality.

Spooked by volatile foodgrain prices ahead of a general election next year, India's government has banned or taxed exports of most kinds of rice and wheat. While India is a large producer of wheat, it really dominates the rice market: its exports represent about 40% of the global rice trade.

All these years because of lower cost of rice many farmers lost money in rice production. Many would say why can’t they switch to another crop. They can’t switch for many reasons:
    1. If Neighour farmland is producing rice you can’t produce other crop as excess water from rice would damage yours
    2. Habituated to rice production can’t think something else
    3. Many can’t buy rice so they cultivate for household purpose. Many farmers in india own 2/3/4 acres of land. Unlike developed countries.

The reason why China is not mentioned is that the situation between China and India is very different. India's rice is an important source of foreign exchange and an important employment guarantee for many of its farmers. China is the world manufacturing center, and the world's primary resources, including rice, are supplying this market, so that they can provide industrial products to the world. India has the same population, more arable land and farmers as China, and less than half of China's crop production, but has more exports, which actually reflects the difference between the two countries in industrialization.

One of the biggest problems for development aid to east africa has been that foreign food is so cheap, that mechanized agriculture cannot run at operating cost if it has to sell it's products locally. Thats why even when the equipment has been given for free, the Indian rice and food aid has outcompeted local production, thus preventing the development of local mechanized agriculture. This might finally wake up the local governments to set sufficient import controls to allow for the development of the local economy.

Import controls on a food staple will cause hunger in a poor country. So, it's not such an easy decision.
