It looks like the hinged bit at the bottom digs into the seafloor with the motion of it folding when it reaches the bottom. Beyond that it's probably just hoping it catches something or that the weight is enough to stop slight drifting.

Old type of anchor. It is obvious that the vessel is very old, now other types of anchors with a high coefficient of adhesion to the ground are used. Anchors with widely spaced flukes have a critically important negative property - a capsizing moment if one fluke lies on the rocks, and the second one is immersed in the sand - the anchor turns over and at this time does not hold the vessel but all the time capsizes towards the fluke immersed in the sand. Modern anchors place both flukes as close to each other as possible to get into homogeneous soil.
Nobody ever think that not so long ago, the only tool man had were silex and other rocks. What an incredible journey humanity had so far. How would people from the stone age or the bronze age react, facing such a titan of iron?
Imagine the frustration felt if you just finished a week long shift of painting and bottom coating only for the anchor to ding and scratch your paint job on the 1st hoist!
The anchor just acts as a mass to get the cable down, it’s the weight of the cable paid out and lying on the sea bed that holds the ship. Even then in heavy weather the ship may drag the anchor.
