The K-28's were called "Sport Models" and were used to pull the passenger trains of the day. The K-36's were freight engines and had heavier counter balancing. The heavier counter balancing also meant they had a lower top speed before they would pound rail and or float. The 28's were made for a higher speed then the 36's, thus the lighter counter counter balance. Hope this helps.......
