Honestly any modicum of sympathy one might have for the Researchers at the Arklay lab due to the horrors of the virus turning them into zombies vanishes entirely when you realize the zombies walking around the Mansion halls are the same evil sociopaths that experimented on children, kidnapped victims and all the other crimes they indulged in for over thirty years.
Personally I've always felt that the Crimson Head Prototype located in the Tomb at the back of the graveyard behind the Spencer Mansion is George Trevor, the architect who oversaw the construction of the Spencer Compound, two things that stand out to me is that the clothing worn by the Crimson Head Prototype is similar to the clothing worn by George Trevor in the Trevor Family photos, and the "4 Masks" puzzle is eerily similar to the "4 Stones" puzzle needed to open Jessica Trevor's coffin in Her crypt underneath the Spencer Mansion
Good point. Unfortunately, George Trevor died of thirst in a dark cavern under the mansion and the T-Virus cannot bring a dead (non-zombie) body back to life

She writes in her diary entry that she removed it and attached it to herself to keep it safe until they meet again. While it isn't outright mentioned that the imposter died I think it is pretty much concrete that she either died there and then or would have been disposed of by Umbrella to avoid having to explain why someone's face suddenly went missing.
One thing you haven't covered about zombies that would be interesting are the three states of zombies determined by decomposition instead of mutation. In Resident Evil 2, the zombies are fresh and you can easy distinguish who they used to be when they were normal humans (especially Marvin) and their voices are quite audible. In the Spencer Mansion, the zombies look pretty stale , like they've been decomposing for many days, they have dry sounding voices and you can't even find a match for their faces. Lastly the naked zombies in the lower lab levels beneath the mansion, who give out soft moans and shrill cries, look pretty rotten and have probably been zombies for many weeks. I use the terms fresh, stale and rotten to match the status of their flesh. What are your thoughts on that?

Most of RE1s monster lore goes like this: Umbrella experiments on some innocent human or animal. Or a plant. It turns into some super powerful hideous monster. Umbrella cant control it because its too powerful. It breaks containment and escapes and/or rampages around. Repeat ad nauseum. Or: Something randomly gets infected with the T virus. Umbrella cant control it because its too powerful. It escapes and/or rampages around. If you think about it, Umbrella really sucked at the whole "making bio organic weapons" thing. Everything constantly breaks containment and/or rampages around. Like, youre an evil organization or paramilitary looking to buy a BOW. Id think priority 1 would be "being able to control it and have it attack who you want and not your own guys".

So was there ever an explanation as to how all the construction workers on the Spencer mansion were dealt with? There is no conceivable way that they were all eliminated after and they would have all undoubtedly returned to their families and civilisation at some point during the three years it took to design and get it built. And there is no way that George Trevor could have built it solo.
The closest thing to an explanation, which I could come up with (albeit one that is still a huge stretch), is that maybe Spencer and George Trevor hired different construction teams to build different parts of the estate and underground laboratory in sequence. While all the individual construction teams would be dismissed upon finishing their fragment, blind to what everyone else was contributing, George Trevor would be the one architect who knew how it would all come together. But like I said, even an explanation like that would require some suspension of disbelief. I mainly thought it up, while recalling that time I saw 1997’s “Cube”. The trap-filled maze in that film has a similar backstory, where different teams were hired by a shady bureaucracy to build different parts, which were then put together by people who may have lost track of what the facility’s original purpose even was.
