there are rumors that say that Sakurai wanted sans to be and actual playable character, but toby fox couldnt think about a coolr and fitting moveset for him

Just have a moveset similar to this one and have all of the colors be based off of different Undertale characters(I.E. Frisk,Papyrus,Undyne ETC).
