I know your commnt is old, but usually the body of the lock isn't like that. They usually only put the case hardened steel on the actual shackle part to make it hard to use bolt cutters in it. That is what I've noticed, anyways..
"How to open locks with a blow torch" You unscrew the torch from the cylinder, build a wooden trough at an angle, aim it at the lock, then use a 500SW and shoot it in the valve, causing it to rocket up the trough striking the lock. And it should pop open.
He explained the heat temperatures of propane and oxygen fed torches, but he did not explain exactly which type of torches he used to open the lock in this video.
Go onto Amazon and literally search propane torch mate I'd even recommend dual flame but don't rob of people at all it's illegal for a start and completely wrong to do so people work for what they own

Shooting the valve would probably just make it explode. Leave only the valve exposed and wack it with a crow bar or some other peice of metal
