MH3 was an insanely exceptional set in terms of making your money back. Every pack I ever opened had something worth $9+ and sometimes additional valuable cards per pack. The one collector booster I bought had a textured Ajani but that was certainly luck of the draw.
Just like every other mtg booster, the answer is “no” 90% of the time. It’s gambling If the packs Do provide consistent value they won’t for long as prices will drop to ensure that you cant just “buy more money” It’s also worth pointing out that most game stores won’t even take cards worth less than 50 cents, my local one won’t even take cards worth less than a dollar. And good luck selling them online
To add on, the true expected value of packs tend not to be that bad, however the distribution of the pdf means that you need to open a much higher volume to reach that actual EV, even though humans tend to assume a normal distribution.
