I like to think about it like this instead
จมูก , the second letter (ม) is not a "dead" syllable, so use the tone rule of จ. จูก would be a low tone, so จมูก is also low tone
ตลึง the second letter (ล) is not a "dead" syllable, so use the tone rule of ต. ตึง would be a mid tone, so ตลึง is also mid tone tone
อรุณ the second letter (ร) is not a "dead" syllable, so use the tone rule of อ. อุณ would be a mid tone, so อรุณ is also mid tone tone.
A counter example
สบาย the second letter (บ) IS a "dead syllable, so use the tone rule of บ, บาย would be mid tone, so สบาย is mid tone and not rising, i.e., not สะ-หบาย.
