Believe it or not this is actually VERY accurate to how Beerus is in the anime and Manga. I mean C’mon. I think most people forget he BEAT up all the other Gods of Destruction single handed in the Universal Tournament arch.

So for some the source material is irrelevant, when it comes to anime, because as we all know that part of Beerus using UI to beat a few gods in a exhibition fight (can't remember how many I want to say 3) wasn't shown in the anime so it doesn't exist in a certain aspect.

goku too cant use it at his will in his battle with jiren he was pushed too the edge, so he activated that state and the more he uses, the stronger he gets
How when in the show goku had to go ssg in order to damage beerus and he still wasn't going 100%, once beerus uses ui its over. Finding an opponent to push him to use it is another issue.

Or, if they leave him as he is, there would be no point in giving him UI because he's already technically invincible. It'll just be a change of appearance.
