The 1st place I hang weight on my bike is bar bags, then front panniers, then rear panniers, and then a trailer. I can't ride with only rear panniers or with a loaded trailer without unloading the front of the bike too much. The front panniers and bar bags weigh around 50 lbs. and I really don't notice it much other than the bars feeling heavy to turn, but the bike is stable and feels planted. If I load the rear of the bike only it gets squirrely fast. Get a front rack and test for yourself.

The rear rack was a cheap bontrager rack, $40 at the store.
