veigar is coping with his trauma Pretending to be THE MOST EVIL AND POWERFULL just to feel safe, he is actually terrified of being taken prisoner by a evil lord again so instead he Pretend to be a evil lord who no one dare to defy . copyng what modekaiser did back in the time... he go searching any Evil warlord, wizard &sorcerer and defeat them , and steal is stuff to probe that HE is the Biggest BAD GUY, but doing so ended actually helping people.
as you say yordles are too nice to be really evil. he is like a kid pretending to be evil. but he have the power to back up is claims

Veigar think that he will be the most evil in the world if he kill all other evil guys,that why he kill the tyrants and their villager call them the evil but their hearts always love him that release them to be free,In LOR voiceline I recommend react to follower too,some story that follower talk together can tell more what happen to champion and Yes,Veigar is my favorite yordle,He is the most evil,magnificent and tall,we shoul praised him

Veigar will always be one of my fave champs, I think he's silly and cute.
My favorite interpretation of him is that he is someone that likes doing good things and just doesn't realize it. And his subconscious has him doing heroic deeds, while he himself is all "Doom! Darkness! DESTRUCTION!!!"

A neat little tidbit about the voice actor for Veigar in LoR, He's the same VA that does Sion. Imagine the range on that man.

The joke translates perfectly into gameplay. Veigar starts the game so laughably weak it's hard to take him seriously. However give him enough time and he becomes the strongest mage in the game showing his true phenomenal power.
As much of a joke as he seems the fact he wipes out powerful dark mages as an afterthought makes it clear his capabilities aren't a bluff.

Veigar in-game is the pinnacle of the "Win Fight Button" with his passive and R, just click it on someone and they die if they aren't a tank late-game and most of the time they still die even if they are one because items.

Veigar seemed basic but brother when it reaches late game and he stacks over 1K ability power he is a monster. He can delete anyone with one or two abilities

Fun Fact: Veigar is the reason i got into lol. Friends tried to make me play back in 2012 and would show me different champs. I was so drawn to Veigars visuals, voice lines and Lore (which I checked out before playing) that i eventually stated playing. And his Santa Skin was the first Skin I've ever bought - when it came out (his Stun cage re all colorfull xmas tree lights, and his attacks are throwing gifts xD)
Also I highly recommend checking out all his "Final Boss Veigar" (From the Arcade Skin Line) Skin Voice lines, they are gold~ (Higher tier skins have alternate voice lines)
I love him and was so happy to meet him in Bandle Tales. And I wish there were proper cinematics and stuff with him
18:17 yes as one of the olden ones, his abilities are still very basic (even tho he already got a slight rework), moderate stems from the fact that except for his R, all other skills are skill shots/placeables (not just a simple click on the enemy, like his R), so they can miss
18:31 yes, he can scale to infinity, normally with full build a mage usually has between 300-600 AP depending on the items. Average player can get about 200-300 passive stacks per game, which converts 1:1 to AP and is added to all the item stats and effects.
There are other Champs who also have stack-based passives, for example the new Aurelion Sol, Smolder, Thresh and Nasus
20:10 yes, you can use "teleport" kind of abilities, including flash to ignore it. But dashes/jumps (aka physical movements) will be caught int he net~
