I think either A.) he was so sure it was going to be negative and maybe the wording on the results was beyond his comprehension that it said he was 99.9% the father and he just misunderstood or B.) He just didn’t want to be the father and made that up as an excuse so the daughter couldn’t be too mad at him. Which explains why those results were “lost”. They returned the money to him because they had paperwork to show he was not the father. There was some type of clerical error in the original DNA or paperwork itself
I have watched this very episode multiple times and I just can't get over the joy that the young lady exhibited when the DNA confirmed her paternity, she felt born again and proud. The father's response is also admirable, he gave off a joyous smile, embraced his daughter, verbalized to her that he loves her, apologized for the past, and promised to be involved in her life henceforth. The grandmother' response is incredibly repugnant and unbecoming of anyone worthy of being called a grandmother.
