    Watch this in depth conversation moderated by Editor-in-Chief Shekhar Gupta with Siraj Hussain, Former Union Secretary Agriculture; Ashok Gulati Infosys chair professor at ICRIER, and Mekhala Krishnamurthy, Associate Professor at Ashoka University on the three new farm laws.
    The panel discusses how the three new farm laws bring in much needed reforms in the agricultural sector- but also stress that the reforms needed broad based consultation and should have been brought in gradually. While the government has proposed amendments in writing to allay farmers' fears, filling the trust deficit remains the challenge for the government.

    The quality of this debate is impeccable, the panellists are quite distinguished and have vast knowledge on this subject. Meanwhile in mainstream media debates, all they discuss(shout) about Khalistani/pakistani /anti CAA links to this protests

      Yes, she has been much more honest dealing with the shortcomings of these laws. People don't understand... no one is objecting to making it easier for people to buy produce. Government is trapped to procure too much, and price security primarily exists with only wheat and rice, meaning you have this overproduction cycle of those two crops.
      But the laws also have provisions which say that you cannot go to court if you're cheated in a private market. There is complete abandonment of any security to the farmer

      @@vamsikrishna3855 Clause 13 of Farmers' Produce Trade and Commerce Act:
      "No suit, prosecution or other legal proceedings shall lie against the Central
      Government or the State Government, or any officer of the Central Government or the State
      Government or any other person in respect of anything which is in good faith done or
      intended to be done under this Act or of any rules or orders made thereunder."
      You tell me which court you can go to. You cannot initiate legal proceedings. Highlight "Central Government... or any other person". Not even private buyers. I have my facts. Don't trust the government, read for yourself. This is an erosion of citizens' rights in general.

      @@Rabidmonkey73 no, you are wrong. read chapter 3 of the act, titled 'dispute resolution'. Read that in association with clause 3 of chapter 2. The safeguards for the farmers are well elaborated in the act. The dispute can be raised to a sub divisional magistrate who can refer the case to a conciliation board.
      The clause 13 which you mentioned, merely absolves the govt machinery of the legal liabilities for things done in implementing this law. That is pretty much common in any laws.
      So, there are enough safeguards, or rather to say, an enhanced dispute resolution mechanism from the earlier system since things are taken out of the civil courts where the disputes could lag for years.

    Mekhala ji, I am from Maharashtra, I see no farmer have problem with new farm reform. It is mostly punjab and haryana.

      In Maharashtra... every thing is fine in farm sector....that is why largest number farmer suicides are reported from Maharashtra..😂 Every thing fine as long those who benefit get what they want. Farmer will always be there, if one die today another will always work in the field, coz they have no choice.🙄

    The Bihar expeiment is twisted ever so by the intellectuals opposed to the reforms. The issue here is to strengthen the FPOs and create cooperatives where feasible. The institutional structures are being put in place.

    Why is it that nobody highligts the fact the Punjab and Haryana have just 0.25 million farmers whereas the rest of the country has 10 million farmers whose lives are favourably influenced. And the fact that Punjab shd go away from the cozy rice-wheat mountain creation.? Why is it not that the Punjabi leadership taking diversification of crops ?

      If that is the case, the union government can withdraw the law and nudge some of the states (say who grows a lot of perishables and are ruled by the BJP) to adopt these laws and all of us can see for ourselves whether the farmers gains or not.

      @@nikhilspeaking in agricultural growth from 2004-05 onwards, MP Chattisgarh Jharkhand Guj are ranked 1, 2,3 and 4 respectively. Almost all these are BJP ruled since past 15 years. Punjab agri growth in same period is 1.6% and 3rd from bottom. So punjab going dowm and these states are catching up or overtaken Punjab. Please check website of central statistical organizarion for this.

    I wil just give small example i came from the onion belt of Maharashtra we have a big baskets procuring facility and they always give ur 200-300 rup more from what we gate in Mandi. Most imp is they also purchased directly from our farm so we also save the money for taking onion to market. They are doing this from last 4 years but mandi is still operating in our area . so by practical experience i can tell that actually by this latest amendment praposed by govt this act is good for farmers.

Dr. Gulati is definitely the tall man on the subject. I earlier also listened to him on different channels.     Going forward, the government needs a strategy for building public opinion by directly addressing the most vulnerable sections of the population, in their language and idiom, months ahead of any new changes. This can be done subtly, and should be attempted even now with the farm reforms.

    "Perfect is the enemy of the good" - Some academics like Mekhala are eternal critics. As a result, nothing gets passed and there is no progress. The protests are clearly political. The BJP govt should have anticipated the vicious reaction from Punjab especially considering the congress government and the history of violence and secessionist tendencies. They didn't do that. Now they need to weather the storm and go forward. This is the defining moment for Modi.

    Pl highlight the deep corruptive processes in the Punjab mandi. Low grade , underweighed grains , opaque accounting and organised leakage and loot of public money. Btw the Rs 6000 cr plus expense of the mandis in Punjab is paid fir by FCI and not the state govt or the middlemen.

    Brilliant, simply brilliant - Shekhar sir, while all the participants were simply brilliant, particular appreciation to Dr Mekhala Krishnamurthy. Please please please, we need to understand the social and behavioral aspects of the farming practices and how they are closely interlinked with the economics of farming. Who better than an anthropologist, who has closely studied them by being with these farmers of all hues. Can you please, if possible, organize a separate "off the cuff" with Mekhala? Would be grateful if Shekhar sir can make an exception here by calling someone who is not in the same league as Francis Fukuyama, Raghuram Rajan or Ashley Tellis?

    Most sensible, near perfect (if not outrightly perfect) discussion on farm legislation I have viewed or listened to so far. A well deserved applause for Mr. Sekhar Gupta and The Print team for coming up with this need of the hour discussion.
    Keeping up the tempo with expert [senior] panelists - Mr. Gulati and Hussain, I think Ms. Mekhala too have some intresting points to make, making for that extra shine to the discussion altogether. Looking forward for more such enlightened discussion in future, whereby we could explore different perpestives before forming our opinions over a particular topic.

    Why doesn't small farmers replicate what happened in Gujarat in production of Milk which gave Amul like cooperative .

      Because farmers are divided on the lines of caste and religion...We have canal irrigation in our uncle’s farm the water at the first stage doesn’t go to the last patch of land just because the last guy is a Dalit...As long as people are divided you cannot establish a cooperative. Amul’s model (dairy) is working in almost all southern states as well but with smaller scale. But no such cooperative is there in farm produce side...

    One possible solution that comes to mind is the exclusion of Punjab & Haryana from the implementation of these laws. Amend the 3 laws so that all states except these 2 will be covered by them. Leave the agriculture of these 2 states to the state governments.

    Prof. Mekhla Krishnamurti's is the most authentic voice. Her suggestions are rooted in ground realities. Although it was not a debate , rather more of a brainstorming she wins hands - down .
    This fad : one nation one everything , makes little sense in our country. I am , personally , of the opinion that GST was never a good idea for a country like ours . States not getting their share of GST money will not remain restricted to the pandemic period ; it will be a perennial problem.

    Only a monied section of traders of agricultural produce has been protesting to maintain status quo on MSP. Media person like you are only reporting or highlighting a wrong perspective. Intriguing is your title of the video Off the Cuff. My understanding is "Off the Cuff" means something said or spoken casually. Furthermore, the moderator said ' she is now full time scholar'. Does scholar come in Literate Delhi in full version, quarter version or some other fraction. I am just an 'idiot common man.

    Why can't the government have the humility to have people like Dr. Gulati in a panel to hold discussion with the agitating farmers. They need to be convinced of the long term benefits of the reform and their fears originating from misinformation need to be allayed.

      Punjab & haryana are being penalised for a good performance.Wheat & paddy yields in these states are best in the world.
      The main farmer demand pan india is MSP on 23 crops,as promised by CM modi in 2012 .This will be the single biggest boost to GDP in independent india.

    Smt Mekhala may note that autonomy of States have been totally respected. Creating one national market is a great idea. Removal of market cess on farmers is a great contribution of this Act while simultaneously supporting the APMCs. Punjab may be apprehensive of losing around Rs 3500 crores which can be compensated. And similarly other States. Or have a uniform 2% cess. Sri Hussain is suggesting meeting of NDC. Prof Gulati is right saying to move from price support to investment support to income support and to what extent any support is crop neutral is crucial. Smt Mekhala is right in saying preserving diversity 8s crucial. A great interview.

That would be two decades of lost time and a generation of farmer families' opportunity lost for a better life. It is also a question of building the resilience of Indian society as a whole to withstand economic shocks, and unfortunately, there will be more in the coming decades.

    Print can also look upon the options of tie up with Hotstar/digital platform. I see a lot of my friends watching daily news on it. Because as regular viewer it will be really great to get things in an integrated manner on platforms where I am already paying for these particular services.

    Mekhala Krishnamurthy made the most sensible remark at 50:40. Not commenting on his intentions, but Ashok Gulati sometimes comes as mocking the farmers and ignoring the precarious conditions in which we live our lives. And he never answers why private sector has failed to work elsewhere. Shows the difference between top-bottom and bottom to top approach. Farmers lives are not the laboratory for experimentation.

    Very illuminating discussion, so much of depth of analysis, grassroots knowledge, understanding and passion about the subject. Why doesn't Govt. conduct such discussions & debates with experts and intelligentsia on a variety of subjects? Why should Govt think that the ivory tower Babus or pot bellied Ministers with (vested interests guiding their thoughts) know every thing? SG asking "why didn't the Govt procure?" is utterly stupid, how much can Govt procure? FCI & CWC are epitomes of corruption & inefficiency. Millions of tons of food grains ,unnecessarily procured(That's the reason, "pampering of rich farmers of Pb&Har" for the present day protests), cost the country very dearly. Rotting grains, distress sale to breweries,free distibution, blocked finances,dried up liquidity.....many many problems. Babus of FCI do not have the vision, agility,flexibility or expertise of private traders, who know what to buy, and when, and hold how long. Such decisions cannot be taken by corrupt,inept Babus.

    In karnataka the APMCs work better. The State Government set up ReMS, an initiative to link all APMCs in the State so that the farmer gets to know all the bids and chooses the best price, or even decide not to sell. If the sale goes through, the buyer deposits the money into the farmers’ bank account and then the delivery order issued to the buyer.
    Nevertheless, the State has adopted the farm’s reforms. The protests in Karnataka are tokenism, not serious. I am sorry to say that Punjab farmers are strengthening the stereotype of Sardarji.

    Agree with Ms Krishnamurthy’s suggestion to set up a mechanism involving all states like GST council, able to control some of the heavyweight states overpowering the small states for own political and middle men’s interest and roadblocks.
